City of Elmhurst Finance Council Affairs & Administrative Services Committee met Feb. 9

Here are the minutes provided by the committee:

1. Call to Order

Chair Talluto called the meeting to order at 7:01 p.m.

2. Roll Call 

Committee Members Present: Talluto, Nudera, Hill (7:42), Virgil

Committee Members Absent:

Other Elected Officials Present: Curran

City Staff and Others Present: Coyle, Bruns, Kravets, Palm, Ivancevic, Grabowski (7:05), K. Johnson (7:58); Tom Paravola, Elmhurst City Centre

5. Business Before the Committee

A. Minutes of the January 26, 2026, meeting of the Finance, Council Affairs & Administrative Services Committee

A motion to approve the minutes of the January 26, 2026, FCA&AS Committee meeting was made by Alderman Virgil and seconded by Alderman Nudera. A voice vote was taken, and the minutes were approved unanimously.

B. Executive Session Minutes of the January 26, 2026, meeting of the Finance, Council Affairs & Administrative Services Committee

A motion to approve the executive session minutes of the January 26, 2026, FCA&AS Committee meeting was made by Alderman Virgil and seconded by Alderman Nudera. A voice vote was taken, and the minutes were approved unanimously.

C. SSA Appropriation Ordinances

Director Coyle presented the appropriation ordinances for Special Service Area’s (SSA) #6 and #13 for the Committee’s review. The appropriation ordinances are required to be filed with the County by March 31st each year. Director Coyle noted that no appropriation ordinance was included for SSA # 16 which provided funding to the Virigina Lane Townhomes. The SSA is expiring and additional discussion will be needed to determine if a new Special Service Area should be established to replace it. No action is required of the Committee, and the ordinances will be on the next consent agenda for Council approval.

D. Executive Session for the purpose of discussing the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the Public Body pursuant to the Open Meetings Act 5 ILCS 120/2 (c)(1) and deliberations concerning salary schedules for one or more classes of employees pursuant to the Open Meetings Act 5 ILCS 120/2 (c)(2)

A motion was made to adjourn to executive session by Alderman Nudera and seconded by Alderman Virgil. Roll Call vote: 3 ayes, 0 nays, 1 absent. Motion carried. The Committee entered executive session at 7:10.

A motion to return to open session was made by Alderman Hill and seconded by Alderman Virgil. Roll Call vote: 4 ayes, 0 nays. Motion carried. The Committee returned to open session at 8:27 p.m.

6. Other Business

Treasurer Curran shared insights from his review of the General Fund for future discussion as the Committee undertakes a comprehensive financial review of the City’s General Fund.

Director Coyle shared good news with the Committee, announcing that S&P Global assigned a AAA rating for the City’s 2026 general obligation (GO) bonds, and reaffirmed the City’s AAA rating for outstanding GO bonds. The 2026 bond issuance includes a refunding of GO Series 2015 and new money for the design and engineering of the new police station.

A motion to adjourn was made by Alderman Nudera and seconded by Alderman Virgil. Roll Call vote: 4 ayes, 0 nays. Motion carried.
