5. Business Before the Committee
A. Development, Planning & Zoning Committee Meeting Minutes October 27, 2025
Alderman Nardini made a motion to approve the minutes of the DP&Z Committee on October 27, 2025. Alderman Veremis seconded. Voice vote. Motion passed.
B. Homes for a Changing Region Expert Panel Presentation
Ben Schnelle (Metropolitan Mayor’s Caucus) introduced the panelists: Mark Franz, Village Manager for the Village of Glen Ellyn (joining virtually), Senator Donald DeWitte (former mayor of St. Charles), Brent Denzin attorney and partner at Denzin Soltanzadeh LLC., and Jennifer Settle, Principal of Opticos Design in Chicago. The Homes for a Changing Region Team in attendance included Nancy Firfer, King Harris, Robin Snyderman, and Colin Goss.
Mark Franz discussed the Taft & Exmoor Apartments project in Glen Ellyn, a property that was village owned and how Glen Ellyn worked with a developer to have the site redeveloped for affordable housing for individuals with disabilities.
Donald DeWitte discussed the requirements in St. Charles to provide affordable housing with new development. Based on the number of units, a certain percentage of the units must be affordable, or developers can pay a fee in lieu. The fees are deposited into a housing trust fund managed by Kane County to be used on future affordable housing projects in St. Charles ($2 million collected).
Brent Denzin described how community land trusts are used to preserve affordable housing in a community.
Jennifer Settle described what missing middle housing is and how a community could consider incorporating different housing types to support affordable options for people who want to age in their community. Examples included cottage courts, duplex, or triplex buildings.
Advisors in attendance included Susan Rose, Cathy Jordan, Rich Reichert, and Bob Dunn. The DPZ and Advisors asked questions and engaged in a discussion with the panelists based on their presentations.

Alderman Veremis made a motion to adjourn at 7:57 p.m. Alderman Nardini seconded. Roll call vote as follows:
