FOIA Request to City of Naperville Police Department regarding active employee roster on November 13, 2025.

The DuPage Policy Journal has submitted a Freedom of Information Act (FOIA) request to the City of Naperville Police Department seeking access to records that detail the current roster of police department employees. The request was made on November 13, 2025, under the Illinois Freedom of Information Act, 5 ILCS 140. The requested information includes any available rosters, directories, staffing lists, payroll records, or personnel summaries that identify all current employees within the department.

Specifically, the request seeks details for each employee such as their name, job title or rank, sex or gender (if included in existing records), date of hire or appointment, and age or year of birth (only if this information is part of existing public-facing records). If multiple versions of these rosters exist—such as HR rosters, payroll rosters, sworn-officer rosters, and civilian-staff rosters—the most recent version of each is requested.

The DuPage Policy Journal emphasizes its role in gathering and reporting news to the public as part of its commitment to holding public institutions accountable and ensuring transparency. In light of this role and as a media organization involved in disseminating information to the public, they have requested a fee waiver for accessing these records.

Additionally, it is noted that the requestor is affiliated with The Coalition Opposing Governmental Secrecy—a non-profit organization dedicated to assisting media companies and advocacy groups in investigating governmental agencies through FOIA requests. More information about this coalition can be found on their website at https://stopsecrecy.org/about/.
