City of Warrenville Bicyclist and Pedestrian Advisory Commission met Aug. 12

Here are the minutes provided by the commission:

A. CALL TO ORDER

Acting Chairman Sikaras called the meeting to order at 6:32 p.m.

B. ROLL CALL

Members Present: Charles Sikaras (Acting Chairman), Sebastian Pique, Alex Griffin, and Susan Kasprowicz

Members Absent: Chair Harlan Davis

Also Present: Police Chief Sam Bonilla, City Council Liaison Craig Kruckenberg and Staff Liaison Kassandra HernandezGalvan.

C. APPROVAL OF JULY 8, 2025, MEETING MINUTES

Motion to approve the minutes was made by Commissioner Kasprowicz and seconded by Commissioner Griffin.

ROLL CALL VOTE:

Aye: Kasprowicz, Griffin, Sikaras, and Pique.

Nays: None. MOTION ADOPTED.

D. CITIZEN COMMENTS

No comments were submitted in advance of or at the August 12, 2025, meeting.

E. STAFF REPORT

No formal report at the start of the meeting but rather will be discussed as the meeting progresses

F. BUSINESS OF MEETING

● Updates From Chief of Police Regarding E-Bikes

○ Perception vs Actual Problem for Warrenville- Chief stated we need to make sure there is an actual problem in our community before active measures can take place.

○ Other municipalities have a larger issue with this than us- Areas with larger downtown areas.

○ Don't want to over-govern without cause.

○ Has there been any tracking of issues with E-Bikes?

■ Lexus Nexus is the system tracking accidents - Warrenville has no say in how this system reports/tracks

■ Does not differentiate between E-Bike vs Regular bike

■ No way to trace E-Bikes (No license plate required)

■ Hard to track

○ Police do have Bike Patrols

○ No citations have been issued regarding any E-Bike use

○ Overall outcome for conversation

■ Education is going to be our biggest tool here

■ Keep showing up to community events and providing education

■ Parents need to be educated as well

■ Need to provide multiple outlets for education

● Print

● Digital

● Hometown happenings

● Social media

● Discussion on National Night Out

○ Overall, a great event with a lot of interaction from the community

○ Spin the wheel

■ Less big prize spaces (We ran out of big prizes quickly)

● Kassandra did state that the wheel spaces were represented equally

● It was intentional to distribute all these items

○ Got some interest in Trail Clean Up

■ Boy Scouts and Girl Scouts showed interest

● 2026 Calendar Meeting Dates Discussion

○ Warrenville in Bloom creates a calendar every year and would like to add BPAC’s meetings to their calendar.

Nays: None. MOTION ADOPTED.

● Library Community Fair Discussion

○ Library is hosting a Resource Fair and has invited BPAC to attend on Saturday Sept 13th from 10:00am - 1:00pm. Commissioner Kasprowicz and Commissioner Pique will attend. They will be distributing safety material and promote trail clean up.

● Trail Cleanup Discussion

○ Staff Liaison Kassandra Hernandez-Galvan provided print out flyers to distribute

○ Seemed to have a big interest at National Night out - So we should prepare for a large group

○ Did get permission to clean up along Ferry Road

● Walk & Roll to School Discussion

○ Tabled until next meeting

○ Idea is to have a table set-up to distribute education materials

G. COMMISSIONER COMMENTS/REPORTS

No comments or reports presented

H. ADJOURNMENT

Commissioner Griffin made a motion to adjourn the meeting at 7:32 p.m.

Commissioner Pique seconded the motion.
