City of Warrenville City Council met July 21

I. OPENING CEREMONIES
A. Call to Order
Mayor Johnson called the meeting to order at 7:00 p.m.
B. Roll Call
Physically Present: Mayor Andrew Johnson and Aldermen: Stu Aschauer, J.P. Augustynowicz, Clare Barry, Kathy Davolos, Craig Kruckenberg, John Lockett and Bill Weidner
Absent: Alderman Judy Wilkie
Also Present: City Administrator Cristina White, City Attorney Brooke Lenneman, Assistant City Administrator Alma Morgan, Public Works Director Phil Kuchler, Community and Economic Development Director Amy Emery, Finance Director Kevin Dahlstrand, Police Chief Sam Bonilla, City Treasurer Maury Goodman and City Clerk Julie Clark

C. Pledge of Allegiance
Mayor Johnson led the Pledge of Allegiance.
II. CITIZENS COMMENTS
Bob Siebert, Albright Court, offered his opinion on why Leone Schmidt Park is not an ideal location for pop-up businesses.
Vivian Lund, Haylett Avenue, spoke on behalf of the Friends of the Fourth to ask for help with fundraising and planning of the 250th anniversary of the signing of the Declaration of Independence.
Rick Gieser, 796 Pawnee Drive, Carol Stream, Forest Preserve Commissioner for District 6, introduced himself and shared that Martin Luther King Jr. once spoke at the former Cenacle at what is now, Blackwell Forest Preserve, on June 23, 1967. He welcomed more documentation of the event for future recognition. He also shared information about other ongoing Forest Preserve projects.

Alderman Weidner shared the results of a recent Inclusion, Diversity, Equity, and Awareness Commission (IDEC) community survey asking, “What’s the key to feeling welcome.” The common response was a wave, a smile or a simple hello. IDEC will share these results at National Night Out in Cerny Park on Tuesday, August 5, and encourage residents to show kindness to one another.
Alderman Augustynowicz thanked Community and Economic Development Director (CEDD) Emery for her support of local businesses that participated in an event held on Saturday July 19. CEDD Emery also thanked Courtyard Banquets for hosting the event.

IV. APPROVAL OF AGENDA
Alderman Weidner made a motion, seconded by Alderman Kruckenberg, to approve the agenda for the July 21, 2025, City Council regular meeting.

V. APPROVAL OF MINUTES
Alderman Weidner made a motion, seconded by Alderman Davolos, to approve the minutes of the July 7, 2025, City Council regular meeting, the July 7, 2025, City Council closed sessions 1, 2, and 3, and the July 14, 2025 Community Development Committee meetings.

VI. CONSENT AGENDA – OMNIBUS VOTE
A. Accept Community Development Committee recommendation, waive second reading, and pass ordinance O2025-32, revising the terms of the interfund loan to the Tax Increment Financing District #3 Fund from the General Fund, including a revision of the maximum amount of the loan to an amount not to exceed $5,000,000
B. Accept staff recommendation and pass resolution R2025-46, approving a repayment start date agreement with the Illinois Environmental Protection Agency to extend the repayment start date of a Brownfield Revolving loan
C. Accept staff recommendation and pass resolution R2025-47, approving an intergovernmental agreement between the City and DuPage County for local economic development grant funding for the construction of a pop-up market
D. Accept Community Development Committee recommendation, direct the City Attorney to prepare and establish donation bin licensing requirements for the City, and amend the Annual Fee Ordinance to establish a Donation Bin License Fee
E. Accept Community Development Committee recommendation and direct staff to proceed with efforts to pursue private sponsorship support for the pop-up marketplace and other enhancements to Leone Schmidt Park in accordance with the procurement policy
F. Accept Community Development Committee recommendation and direct staff to waive fees for 3S580 River Road in an amount not to exceed $7,215
G. Receive and file minutes of the Environmental Advisory Commission meeting held on June 3, 2025
H. Receive and file minutes of the Bicyclist and Pedestrian Commission meeting held on June 10, 2025
I. Receive and file minutes of the Inclusion, Diversity, Equity, and Awareness Commission meeting held on June 17, 2025
J. Receive and file report of invoices paid up to July 16, 2025, in the amount of $18,223.62
K. Authorize expenditures for invoices due on or before August 4, 2025, in the amount of $200,133.92
L. Receive and file report of Chase Commercial Card expenditures for the month of June 2025, in the amount of $16,768.54
Alderman Weidner made a motion, seconded by Alderman Kruckenberg, to approve the Consent Agenda items as read.

• 5 ILCS 120/2 (c) (1 1) Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent
