City of Elmhurst City Council met July 21

Here are the minutes provided by the council:

1. Executive Session- Mayor Levin called the meeting to order at 7:07pm.

1.1 Executive Session for the Purpose of Discussing: Pending /Probable Litigation pursuant to the Open Meetings Act 5 ILCS 120/2 (c)(11)

Present: Michael Bram, Chris Jensen, Mike Baker, Jim Nudera, Dan Virgil, Rex Irby, Mike Brennan, Jennifer Veremis, Brian Belanger, and Jacob Hill

Absent: Noel Talluto, Guido Nardini, Emily Bastedo, and Karen Sienko

10 Present, 4 Absent

Also Present: Treasurer Curran, Clerk Tamer, City Attorney Storino, City Manager Grabowski, and HR Director Palm Alderman Bram moved to convene into executive session.  Alderman Hill seconded.

Ayes: Michael Bram, Chris Jensen, Mike Baker, Jim Nudera, Dan Virgil, Rex Irby, Mike Brennan, Jennifer Veremis, Brian Belanger, and Jacob Hill

Nays: None

2. Call to Order - Mayor Levin called the regular city council meeting to order at 7:32pm.

Also Present: Treasurer Curran, Clerk Tamer, City Attorney Storino, City Manager Grabowski, Finance Director Coyle, It Director Kravitz, Public Works Director Balicki, Police Chief McLean, and Fire Chief Dufort

3. Presentations

3.1 Mayor Levin presented a proclamation to the Police Department for their 100th Anniversary.

4. Receipt of Written Communication from the Public - Emailed to Aldermen per writer's request.

5. Public Forum

• Mike LoCicero - Spoke in regard to survey for Walk and Rollers.

• Kathleen Ekeberg - Spoke in regard of general of the city.

• Paula Wolf - Spoke in regard to programming for seniors in Elmhurst.

6. Announcements

• Alderman Baker announced the 10th annual Beer Fest will be on 9/13. Tickets are on sale at elmhurstcraftbeerfest.com. They are looking for volunteers from council members.

Alderman Bram pulled item 7.13 to bring back to committee. Alderman Brennan pulled item 7.12 to defer to a future meeting.

Alderman Veremis moved to accept the consent agenda minus items 7.12 and 7.13. Alderman Jensen seconded.

Ayes: Michael Bram, Chris Jensen, Noel Talluto, Mike Baker, Jim Nudera, Dan Virgil, Rex Irby, Mike Brennan, Jennifer Veremis, Brian Belanger, and Jacob Hill

Nays: None

8. Reports and Recommendations of Appointed and Elected Officials

Mayor Levin - The Mayor announced there will be no council meeting on 8/4 (refer to consent agenda item). Elmhurst Safety Night will be on 8/7, 6:00pm at York Commons Park. The Mayor highlighted the Ebikes and Escooters referral on the consent agenda.

City Manager Grabowski - EPD Roll calls Tuesdays and Thursdays at 7pm.  For the current week, Tuesday will be at Howard and Armitage, Thursday at Stratford and Oriole.

9. Resolution(s)

9.1 R-69-2025 - A Resolution to Approve and Authorize the Execution of the Wetland Credit Agreement By and Between Mill Creek WB, LLC.And the City of Elmhurst, Illinois (See Item 7.20)

Alderman Bram moved to accept the resolution. Alderman Irby seconded. Alderman Bram spoke in support of the resolution requesting council to suspend the rules as the city needs to purchase from Lake County and there is no other community as to not to miss the opportunity.

11. Adjournment - Alderman Jensen moved to adjourn the meeting.  Alderman Virgil seconded. A voice vote was taken. Motion passed unanimously.

Meeting adjourned at 7:59pm.
