City of Warrenville City Council met July 7

Here are the minutes provided by the council:

I. OPENING CEREMONIES

A. Call to Order

Mayor Johnson called the meeting to order at 7:00 p.m.

B. Roll Call

Physically Present: Mayor Andrew Johnson and Aldermen: Stu Aschauer, J.P. Augustynowicz, Clare Barry, Kathy Davolos, John Lockett, Bill Weidner and Judy Wilkie

Absent: Alderman Craig Kruckenberg

Also Present: City Attorney Courtney Trefil, Assistant City Administrator Alma Morgan, Public Works Director Phil Kuchler, Community and Economic Development Director Amy Emery, Finance Director Kevin Dahlstrand, Police Chief Sam Bonilla, City Treasurer Maury Goodman and City Clerk Julie Clark

Absent: City Administrator Cristina White

C. Pledge of Allegiance

Mayor Johnson led the Pledge of Allegiance.

D. Proclamation

Mayor Johnson recognized resident Amari Williams for his successes as a student athlete in track and football at Wheaton Warrenville South High School and wished him continued success as he moves on to play football for Northern Illinois University.

II. CITIZENS COMMENTS

Bob Siebert, Albright Court, shared his concerns for the perceived overtaxing of residents in TIF District 3.

III. OFFICIALS AND STAFF COMMENTS

A. Mayor

Mayor Johnson expressed his appreciation for all those who made the Independence Day celebration a success. He further stated that all volunteer openings on advisory committees have been filled. 

B. Clerk

No comment.

C. Treasurer

No comment.

D. Aldermen

Alderman Weidner echoed his appreciation for the festivities and added that July 26 is National Disability Independence Day, which commemorates the signing of the Americans with Disabilities Act (ADA) on that day in 1990.

Alderman Barry also thanked the Friends of the Fourth Committee.

E. City Administrator

No comment.

F. City Attorney

No comment.

IV. APPROVAL OF AGENDA

Alderman Weidner made a motion, seconded by Alderman Wilkie, to approve the agenda for the July 7, 2025, City Council regular meeting.

V. APPROVAL OF MINUTES

Alderman Weidner made a motion, seconded by Alderman Wilkie, to approve the minutes of the June 16, 2025 City Council regular meeting.

VI. CONSENT AGENDA – OMNIBUS VOTE

A. Accept Public Safety and Finance Committee recommendation and pass resolution R2025-43, approving an agreement with The Center for Public Safety Management for a Police Operations Assessment in the amount of $48,500 plus reimbursable expenses not to exceed $5,000

B. Accept staff recommendation and pass resolution R2025-44, approving a contract with Compass Minerals America, Inc. for the purchase of bulk rock salt

C. Accept Plan Commission recommendation and pass resolution R2025-45, memorializing the approval of a minor amendment to the Cantera Subarea I Lot 2 planned unit development to amend sign regulations

D. Accept Mayor Johnson’s recommendation and appoint Linda Robinson to the Inclusion, Diversity, Equity, and Awareness Commission for a term expiring April 30, 2027

E. Accept Mayor Johnson’s recommendation and appoint Jeannie Dina to the Tourism and Arts Commission for a term expiring April 30, 2028

F. Receive and file minutes of the Tourism and Arts Commission meeting held on May 15, 2025

G. Receive and file minutes of the Inclusion, Diversity, Equity and Awareness Commission meeting held on May 20, 2025

H. Receive and file draft minutes of the Plan Commission and Zoning Board of Appeals meetings held on June 5, 2025 and June 19, 2025

I. Receive and file report of invoices paid up to July 2, 2025, in the amount of $232,087.85

J. Authorize expenditures for invoices due on or before July 21, 2025, in the amount of $650,836.78

K. Receive and file Wire Transfers Report for June 2025

Alderman Weidner made a motion, seconded by Alderman Wilkie, to approve the Consent Agenda items as read.

Nay: None MOTION ADOPTED

Alderman Barry made a motion, seconded by Alderman Wilkie, to enter into Closed Session at 7:21 p.m. to discuss the following:

● 5 ILCS 120/2 (c) (6) The setting of a price for sale or lease of property owned by the public body

● 5 ILCS 120/2 ( c) (1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees, specific individuals who serve as independent contractors in a park, recreational, or educational setting, or specific volunteers of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee, a specific individual who serves as an independent contractor in a park, recreational, or educational setting, or a volunteer of the public body or against legal counsel for the public body to detennine its validity

● 5 lLCS 120/2 (c) (2) Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees

The Council returned to open session at 8:28 p.m. No action was taken during Closed Session.

Alderman Weidner made a motion, seconded by Aldennan Wilkie to adjourn.
