State Representative Jennifer Sanalitro, a Republican from Hanover Park, has joined other GOP lawmakers in filing a lawsuit aimed at enforcing the Illinois Constitution’s Third Reading Rule. This action follows the passage of Senate Bill 328, which they claim bypassed necessary legislative procedures.

"Democrat lawmakers continue to use their supermajority to rush major bills through the General Assembly without proper debate or review," stated Rep. Sanalitro. "This lawsuit is about bringing transparency to state government and protecting the integrity of the lawmaking process."

The Illinois Constitution mandates that all bills must be read by title on three separate days in each chamber. This requirement is intended to allow both legislators and the public adequate time to comprehend proposed legislation before it becomes law. The lawsuit alleges that this process was not followed with Senate Bill 328, which was passed on the final day of the 2025 Legislative Session.

"This lawsuit is about defending Illinoisans from sloppy government and bad public policy," Sanalitro added. "I am proud to stand up with my fellow Republican lawmakers and say enough is enough."

Republicans contend that Senate Bill 328 could lead to increased legal abuse and pose challenges for job creators throughout Illinois. They argue that ignoring the legislative process creates imminent harm by making way for potential exploitation by trial lawyers.
