City of Elmhurst Finance Council Affairs & Administrative Services Committee met March 24

1. Call to Order
Chair Talluto called the meeting to order at 7:00 p.m.

5. Business Before the Committee
A. Minutes of the March 10, 2025, meeting of the Finance, Council Affairs & Administrative Services Committee
A motion to approve the minutes of the March 10, 2025, FCA&AS Committee meeting was made by Alderman Belanger and seconded by Alderman Irby. A voice vote was taken, and the minutes were approved unanimously.
B. 2024 Financial Report
Director Coyle presented an unaudited 2024 year-end financial report to the Committee, noting that the report was primarily on a cash basis with a few exceptions. Final audited financial statements are expected to be presented to the Committee in June. The report encompassed performance measures for the General Fund, Stormwater Fund, Tax Increment Financing Funds, Municipal Utility Fund, and the Parking Fund.
6. Other Business
Director Coyle informed the Committee that the City’s electric aggregation supplier, MC Squared Energy Services, will be sending out notices to select residents that are either being dropped from the program, or added to the program. Approximately 900 drop letters are being mailed now with program add letters to be mailed on April 1st. Director Coyle also informed the Committee that the City will be hosting the Governmental Accounting Standards Board (GASB) Chair and Technical Accounting Review Committee (TARC) members later this week for a meeting to discuss the impact of recently implemented accounting standards on municipalities.
The Committee reviewed upcoming meeting dates, noting that next Monday there will be no meetings due to a fifth Monday, and that the next Council meeting will be on April 7th with a Committee meeting to follow on April 14th.
7. Adjournment
A motion to adjourn was made by Alderman Nudera and seconded by Alderman Belanger. Motion carried by unanimous voice vote.
The meeting was adjourned at 8:10 p.m.
