City of Elmhurst Development, Planning, & Zoning Committee met Feb. 10

5. Business Before the Committee
A. Development, Planning & Zoning Committee Meeting Minutes January 27, 2025
Alderman Veremis made a motion to approve the minutes of the DP&Z Committee on January 27, 2025. Chair Jensen seconded. Voice Vote. Motion passed.
B. Referral - Food Trucks & Trailers
The Committee discussed draft regulations to allow a food trailer as a temporary use permit.
Alderman Veremis asked whether the temporary use permit can be restricted to restaurants and to limit the vehicle size. CP Franz confirmed that additional language can be added to reinforce a size limit, and that staff will review with the city attorney to confirm. The Committee asked whether there was a fee for temporary use permits. CP Franz stated that there is no fee.
Chair Jensen asked about trailer or food truck storage in Downtown and the Committee discussed whether to restrict to certain commercial districts. CP Franz confirmed that the regulations would apply to properties with private parking, not to on-street or City parking lots.
The Committee directed staff to refine the temporary use regulations for food trucks and trailers based on their discussion and to prepare a draft report for the next meeting. The Committee also supported a permit fee considering the code enforcement staff time that may be necessary to monitor the temporary use permits.
C. Referral - Review of Permit Fees and Durations, Chapter 24 of the Municipal Code
This agenda item was not discussed.
D. Zoning Ordinance Update – Public Draft 2.0
Chair Jensen stated that the Committee is waiting on additional information from the city attorney related to tattoos establishments.
CP Franz summarized the design standards in the draft code and stated that we will be asking the consultant for design considerations for parking structures to be added. It was noted that the Building code may not allow for transparency.
The Committee discussed design guidelines in other communities and noted that we do have an Architectural Design Commission in place and that the PUD process allows for discretion on design.
Alderman Veremis asked about input on the design standards. CP Franz confirmed that the Z&P Commission, ABC Committee and DPZ reviewed the standards. Standards in the second draft were simplified.
The Committee will review and let staff know if they have any additional feedback on the standards. All input received so far will be incorporated into the public draft that will go to public hearing. This draft will come before the Z&P Commission and DPZ Committee for additional review.
6. Other Business
Alderman Veremis stated that she will meet with Heather to discuss the TIF referral and bring more information to DPZ to review.
