City of Warrenville Public Safety and Finance Committee of the Whole met Nov. 25

Here are the minutes provided by the committee:

A. CALL TO ORDER

Chairman Aschauer called to meeting to order at 7:00 p.m.

B. ROLL CALL

Present: Chairman Stuart Aschauer, Mayor David Brummel, and Aldermen: John Paul Augustynowicz, Clare Barry, Kathy Davolos, Craig Kruckenberg, Bill Weidner, and Judy Wilkie

Absent: Alderman John Lockett

Also Present: City Administrator White, Assistant City Administrator Alma Morgan, Finance Director Kevin Dahlstrand, Police Chief Sam Bonilla, Asset Management Analyst Kassandra HernandezGalvan, City Treasurer Maury Goodman, and Executive Assistant and Deputy City Clerk Dawn Grivetti

Also Absent: City Clerk Julie Clark

C. PLEDGE OF ALLEGIANCE

Chairman Aschauer led the Pledge of Allegiance.

D. PUBLIC COMMENTS

There were no comments from the public.

E. OFFICIALS AND STAFF COMMENTS

Police Chief (PC) Bonilla acknowledged that the Police Department has begun collecting items for the Toys for Tots campaign this year.

Ald. Weidner wished everyone a Happy Thanksgiving.

F. BUSINESS OF MEETING

1. Consideration of Chicago Metropolitan Agency for Planning ADA Evaluation

Asset Management Analyst (AMA) Hernandez-Galvan informed the Committee that the City has been selected to receive technical assistance for Americans with Disabilities Act (ADA) self-evaluation and transition plans to identify enhancements for making sidewalks, crosswalks, curb ramps, and landings more accessible.

Jules Voigt, representative from the Chicago Metropolitan Agency for Planning (CMAP), gave a presentation on the agency’s mission to enhance accessibility throughout the region and presented the City with an opportunity to development a public right-of-way (PROW) self-evaluation and transition plan that adheres to the Title II obligations of the ADA.

There was discussion regarding how the plan can assist visually or hearing-impaired members of the public traversing City rights-of-way as well as rights-of-way outside the City’s jurisdiction.

ALDERMAN WILKIE MADE A MOTION, seconded by Ald. Davolos, to recommend the City Council pass a resolution approving the Memorandum of Understanding by and between the Chicago Metropolitan Agency for Planning and the City of Warrenville to develop a public right-of-way (PROW) self-evaluation and transition plan that adheres to the Title II obligations of the ADA.

MOTION CARRIED VIA VOICE VOTE

2. Consideration of an IGA with PACE for a Rideshare Access Program

AMA Hernandez-Galvan provided an update on the Suburban Bus Division of the Regional Transportation Authority (PACE) transition from the Ride DuPage Uber Access Pilot Program to the new program called Rideshare Access Program (RAP).

She added that PACE has removed the Pilot Program from the Pace Ride DuPage Intergovernmental Agreement (IGA) and is now requiring a separate IGA from each sponsor that wishes to continue participation in RAP.

ALDERMAN KRUCKENBERG MADE A MOTION, seconded by Ald. Wilkie, to recommend the City Council pass a resolution approving a Rideshare Access Program (RAP) reimbursement agreement between the City of Warrenville and the Suburban Bus Division of the Regional Transportation Authority (PACE).

3. Consideration of City Liability Insurance renewal for CY 2025

Assistant City Administrator (ACA) Morgan presented the calendar year 2025 City liability insurance renewal proposal with a total premium of $594,896, reflecting a 16.4% increase from the 2024 premium. She noted that the increase was influenced by workman’s compensation claims made in 2024. She added that the City will receive a grant in the amount of $15,291for safety related equipment, training, and programming.

ALDERMAN KRUCKENBERG MADE A MOTION, seconded by Ald. Wilkie, to recommend the City Council accept a renewal quote from Gallagher for City insurance coverages for calendar year 2025, in the amount of $594,896.

4. Consideration of CY 2025 Police Department Solicitation Request

Police Chief (PC) Bonilla requested authorization for staff to solicit and accept services, cash, and in-kind donations for calendar year 2025 Special Olympics Illinois (SOI) Law Enforcement Torch Run events, and the National Night Out Against Crime event (NNO).

There was discussion regarding plans to hold a raffle and soliciting from businesses under legal review or delinquency with the City or Department. PC Bonilla replied that the Department has no plans to hold a raffle for this cause, and that staff does not typically vet businesses or individuals chosen for solicitation.

ALDERMAN KRUCKENBERG MADE A MOTION, seconded by Ald. Wilkie, to recommend the City Council approve the request to solicit donations for all calendar year 2025 events, including National Night Out Against Crime and Special Olympics Illinois Law Enforcement Torch Run events.

5. Consideration of Mayor and City Council FY 2026 Budget Consideration Submission

Finance Director (FD) Dahlstrand presented an elected official’s FY 2026 budget consideration request to increase salaries for City Council members and the Mayor.

City Administrator (CA) White stated that the Council would have to take formal action on changes to compensation at least 180 days before the next local election for changes to take effect. Considering the timing of the request, any action taken now would not take effect until FY 2028.

Mayor Brummel added that a pay increase has not taken place since he was elected Mayor twenty years ago. Ald. Weidner stated he would be in favor of establishing a workgroup to research the possibility of increasing elected officials’ salaries.

ALDERMAN BARRY MADE A MOTION, seconded by Ald. Wilkie, to recommend the City Council approve inclusion of FY 2026 Elected Official Budget Consideration request entitled, “Salary Increase for City Council Members and Mayor” in the FY 2026 budget preparation process.

6. Consideration of an Ordinance amending City Code re: Impoundment of Motor Vehicles used in Connection with Illegal Activities, and Administrative Tow Fees

PC Bonilla stated that, over the past few years, there has been an increase in certain motor vehicle offences in the City and throughout DuPage County, which prompted a review of City ordinances relative to impoundment of motor vehicles and their corresponding administrative tow fees. To mitigate the potential for danger, and to compensate the City for increased staff time investigating such offences, staff is recommending adding several offences to the City Code relative to impoundment of motor vehicles and their corresponding administrative tow fees. PC Bonilla stated staff is also recommending an increase of fees to $950 for the more serious offences.

There was discussion regarding the types of offences that would result in the impoundment of a motor vehicle when observed by an officer and other possible ways offences could be detected in the act.

There was a request for more data showing the stated increase in certain motor vehicle offences locally as well as nationally.

ALDERMAN KRUCKENBERG MADE A MOTION, seconded by Ald. Davolos, to recommend the City Council approve an ordinance amending City Code Title 5, Chapter 5, Section 1, Impoundment of Motor Vehicles Used in Connection with Illegal Activities; and Chapter 5, Section 5, Administrative Tow Fees, as illustrated through draft ordinance language strikeouts and inserts.

7. Consideration of an Ordinance Amending City Code re: Stop Intersections

PC Bonilla stated that earlier this year, staff pursued a resident request to review the stop sign configurations at the intersections of Curtis Avenue, Trace Place and Warren Avenue, and Manning Avenue and Warren Avenue. A traffic study of the two intersections was conducted, and the result is a recommendation to convert both intersections to four-way stops. He described incidents that have occurred at the intersections due to road configurations and parked cars in the area.

There was discussion regarding staff’s plan to notify the public of changes to the intersections using social media posts and flags indicating the new stop signs.

ALDERMAN BARRY MADE A MOTION, seconded by Ald. Wilkie, to recommend the City Council approve an ordinance amending City Code Title 5, Chapter 4, Section

2, Stop Intersections, as illustrated through draft ordinance language strikeouts and inserts.

8. Informational update on Calendar Year 2024 Property Tax Levy and Abatement

FD Dahlstrand provided an update on the 2024 property tax levy ordinance, which will be presented for a first reading as part of the December 2, 2024, City Council agenda.

A public hearing, second reading of the proposed ordinance, and adoption consideration will take place at the December 16, 2024, City Council meeting. He added that staff will also present an ordinance abating the 2024 debt service fees on the 2023 general obligation bonds.

FD Dahlstrand stated that the City will once again self-impose a property tax cap.

9. Informational update on Problem Oriented Policing Unit activity

PC Bonilla provided an update on the Problem Oriented Policing (POP) Unit activities, their accomplishments between July 1 and October 1, 2024, and future goals for the Unit.

There was discussion regarding how the officers encounter illegal activities, whether by vehicle or on foot. PC Bonilla stated officers are typically observing activities on foot from public rights-of-way or in parking areas.

10. Informational Update and Six-Month Check-in on Citywide FY 2025 Work Plan

Updates were provided for the Citywide Work Plan for FY 2025. There were no comments.
