City of Warrenville City Council met Nov. 18

I. OPENING CEREMONIES
A. Call to Order
Mayor Brummel called the meeting to order at 7:00 p.m.
B. Roll Call
Present: Mayor David Brummel and Aldermen: Stu Aschauer, J.P. Augustynowicz, Clare Barry, Kathy Davolos, Craig Kruckenberg, John Lockett, Bill Weidner and Judy Wilkie
Absent: None
Also Present: City Attorney Brooke Lenneman, City Administrator Cristina White, Assistant City Administrator Alma Morgan, Capital Maintenance Supervisor Jamie Clark, Community and Economic Development Director Amy Emery, Finance Director Kevin Dahlstrand, Police Chief Sam Bonilla, City Treasurer Maury Goodman and City Clerk Julie Clark
Absent: Public Works Director Phil Kuchler
C. Pledge of Allegiance
Mayor Brummel led the Pledge of Allegiance.
D. Key Transfer from Warren Tavern Illinois Preservationists to City Council Community and Economic Development Director Amy Emery provided a history of the transfer. Members of the Warren Tavern Illinois Preservationists were present and presented the City with a ceremonial key. Rich Volkmer gave his appreciation to the board for their years of dedication and to Vivian Lund for getting the Tavern moved to the current site.
II. CITIZENS COMMENTS
Bob Siebert, Albright Court, asked what the taxpayers will pay on the City property adjacent to the Voegtle’s property.
III. OFFICIALS AND STAFF COMMENTS
A. Mayor
Mayor Brummel shared that he will not be seeking re-election.
B. Clerk
Clerk Clark reported on the final number of candidate petitions received for the 2025 Consolidated Election.
C. Treasurer
No report.
D. Aldermen
No report.
E. City Administrator
City Administrator White shared that the new census impact was in the printed newsletter and if there are any questions to contact City Hall.
F. City Attorney
No report.
IV. APPROVAL OF AGENDA
Alderman Weidner made a motion, seconded by Alderman Kruckenberg, to approve the agenda for the November 18, 2024, City Council regular meeting.

V. APPROVAL OF MINUTES
Alderman Weidner made a motion, seconded by Alderman Kruckenberg, to approve the minutes of the November 4, 2024, City Council regular meeting. The minutes of the November 4, 2024, City Council Closed Session meetings 1, 2, and 3, and the minutes of the November 11, 2024, Community Development Committee meeting.

VI. CONSENT AGENDA – OMNIBUS VOTE
A. Accept Plan Commission recommendation, waive second reading, and pass ordinance O2024-47, amending the Warrenville Zoning Ordinance regarding accessory businesses
B. Accept Plan Commission recommendation, waive second reading, and pass ordinance O2024-48, approving a special use permit for an accessory business at 2S501 Route 59
C. Accept staff recommendation, waive second reading, and pass ordinance O2024-49, amending the Authorized Strength Ordinance to increase Full-Time Police Officer staffing from 32 police officers to 33 police officers
D. Accept Community Development Committee recommendation, waive second reading, and pass ordinance O2024-50, amending City Code Section 7-2-2, regarding pedestrian walkways on public rights-of-way
E. Accept Community Development Committee recommendation, waive second reading, and pass ordinance O2024-51, amending City Code Section 6-6-2, regarding maintenance of public right-of-way
F. Accept Community Development Committee recommendation, waive second reading, and pass ordinance O2024-52, adopting the 2025 Annual Fee Ordinance, and amending various sections of City Code in reference to the Ordinance
G. Accept Community Development Committee recommendation and pass resolution R2024-70, approving an agreement for a Cloud Municipal Site License for the Laserfiche document management software
H. Accept Plan Commission recommendation and pass resolution R2024-71, memorializing the approval of a minor amendment to the Cantera Subarea D planned unit development to replace the asphalt path located in Cantera Subarea D Outlot A with crushed aggregate
I. Accept Community Development Committee recommendation and direct staff to proceed with the City entry sign next steps as outlined in Senior Civil Engineer Hocking’s November 6, 2024, memo
J. Accept Community Development Committee recommendation and direct staff to prepare an ordinance to amend the Zoning Code to require a Permeable Improvement Maintenance Agreement and Covenant when installations exceed lot coverage requirements
K. Receive and file draft minutes of the Plan Commission and Zoning Board of Appeals meeting held on November 7, 2024
L. Receive and file the FY 2024 Annual Comprehensive Financial Report (Audit Report) as presented on November 4, 2024
M. Receive and file report of invoices paid up to November 13, 2024, in the amount of $14,536.31
N. Authorize expenditures for invoices due on or before December 2, 2024, in the amount of $964,184.18
O. Receive and file report of Chase commercial Card expenditures for the month of October 2024, in the amount of $17,423.13
Alderman Weidner made a motion, seconded by Alderman Kruckenberg to approve the Consent Agenda items as read.

Alderman Barry made a motion, seconded by Alderman Wilkie, to enter into Closed Session at 7:21 p.m. to discuss the following:
• 5 ILCS 120/2 ( c) ( 6) The setting of a price for sale or lease of property owned by the public body.
• 5 ILCS 120/2 (c) (2) Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.
• 5 ILCS 120/2 ( c) (1 ) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees, specific individuals who serve as independent contractors in a park, recreational, or educational setting, or specific volunteers of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee, a specific individual who serves as an independent contractor in park, recreational, or educational setting, or a volunteer of the public body or against legal counsel for the public body to determine its validity.
