City of Elmhurst Public Affairs & Safety Committee met Nov. 12

Public Affairs and Safety Committee

Tuesday,  November 12th, 2024

1. Call to Order

The meeting was called to order at 6:32 p.m. by Chair Brennan.

2. Roll Call

Committee Members Present: Chair Brennan, Vice Chair Hill, and Alderman Nardini

Absent: None

Elected Officials: None   

City Staff Present: City Manager Jim Grabowski, Assistant City Manager Kent Johnson, Police Chief McLean, Fire Chief DuFort, Deputy Police Chief Kaczorowski, City Engineer Ted Sianis

Guests: Elmhurst Resident Jim Robertson and Eric Weech of the Spring Road Business Association

3.  Public Comment

Elmhurst Resident Jim Robertson stated he was concerned about the removal of the stop signs in the area of Third and Glenview. Robertson requests the City of Elmhurst reconsider putting the stop signs back. 

4.  Receipt of Written Communication

None

5. Business Before the Committee

A. Minutes of the October 28th , 2024 meeting of the Public Affairs & Safety Committee

Alderman Hill motioned to approve the minutes of the October 28th, 2024 meeting. Alderman Nardini seconded. Roll call vote:  Chair Brennan Aye, Hill Aye, Nardini Aye. Motion carried.

B.  Review of Executive Session Minutes

Fire Chief Dufort related that City Staff recommended the minutes remain closed. Alderman Nardini motioned to approve the report. Alderman Hill seconded. Roll call vote: Chair Brennan Aye, Hill Aye, Nardini Aye. Motion carried.

C. Spring Road Business Association Winter Fest Report

Eric Weech of the Spring Road Business Association spoke to the Committee regarding the upcoming proposed Sleigh Ride event on December 12th, 2024, requiring a street closure of Prairie Path lane from Spring road to Pioneer Park from noon to 5pm. Alderman Hill motioned to approve the report. Alderman Nardini seconded. Roll call vote: Chair Brennan Aye, Hill Aye, Nardini Aye. Motion carried.

D.  Pending List Review

The Committee discussed the pending list review. Alderman Nardini inquired about the status of the sustainability report. City Staff noted that Eileen Franz is the liaison for the sustainability report. The Committee noted that Assistant City Manager Kent Johnson will be reviewing the pending list and this topic will be discussed at a future meeting. 

E.  Bensenville Fire Protection District #1 Successor Agreement Ninth Amended Modification Agreement

Fire Chief Dufort presented information to the Committee on the Bensenville Fire Protection District #1 Successor Agreement. The Committee inquired about financial obligations. Fire Chief Dufort related he would obtain further information to discuss at an upcoming meeting. 

F.  New Sidewalk Policy Review and Creation of a New Sidewalk Master Plan - Referral

Assistant City Manager Kent Johnson presented information to the Committee on proposed priorities for sidewalk policies. Conversation ensued and the Committee discussed priorities for sidewalks and potential priorities for streets that already have one side of the street with sidewalks.

6. Other Business

Alderman Hill commented that when the decision to remove the stop signs in the area of Third and Glenview was made, he was unaware of the bus stop. Alderman Nardini inquired about how long that intersection has been a bus stop and noted that there are no sidewalks in that area as well. Assistant City Manager Kent Johnson noted that he discussed this issue with Elmhurst School District 205 staff Chris Whelton and that the bus stops are not designed by the school district, but the bus company which may change over time. 

Alderman Nardini inquired about the status of the rectangular rapid flashing beacon that is to be installed at York and Van Buren. City Engineer Ted Sianis noted that they are waiting on a piece of equipment, but it is close to completion. 

Chief McLean noted that he spoke with Eileen Franz and the sustainability report is complete and ready to be put on the agenda. Chief McLean also spoke of the new residential public safety initiative where residents can obtain a free “In this community, we Slow Down for each other” signs at the Police Department to be placed in their parkways.

Motion to adjourn the meeting was made by Alderman Nardini and seconded by Alderman Hill. Roll call vote: Chair Brennan Aye, Hill Aye, Nardini Aye, motion carried. Meeting adjourned  8:03  p.m.
