City of Warrenville City Council met Oct. 7

Here are the minutes provided by the council:

I. OPENING CEREMONIES

A. Call to Order

Mayor Brummel called the meeting to order at 7:00 p.m.

B. Roll Call

Present: Mayor David Brummel and Aldermen: J.P. Augustynowicz, Clare Barry, Kathy Davolos, Craig Kruckenberg, John Lockett and Bill Weidner

Absent: Aldermen: Stu Aschauer and Judy Wilkie

Also Present: City Attorney Brooke Lenneman, City Administrator Cristina White, Assistant City Administrator Alma Morgan, Community and Economic Development Director Amy Emery, Public Works Director Phil Kuchler, Finance Director Kevin Dahlstrand, Police Chief Sam Bonilla and City Clerk Julie Clark

Absent: City Treasurer Maury Goodman

C. Pledge of Allegiance

Mayor Brummel led the Pledge of Allegiance.

D. Proclamation

Mayor Brummel proclaimed Thursday October 10, 2024 as Children’s Environmental Health Day. Jean-Marie Kauth was present to accept the proclamation. She thanked the City Council for approving other environmental initiatives like banning coal tar and not spraying for mosquitos in an effort to be more environmentally healthy for everyone.

II. CITIZENS COMMENTS

Bob Siebert, Albright Court, shared his concerns on insurance premiums and copays and suggested the City host Saturday morning sessions for seniors to receive assistance.

III. OFFICIALS AND STAFF COMMENTS

A. Mayor

Mayor Brummel acknowledged the southern states effected by the past hurricane and sympathized as they prepare for the impending hurricane.

B. Clerk

D. Aldermen

Alderman Weidner recognized and shared his appreciation for all those who volunteer for the various commissions and committees.

E. City Administrator

IV. APPROVAL OF AGENDA

Alderman Weidner made a motion, seconded by Alderman Kruckenberg, to approve the agenda for the October 7, 2024, City Council regular meeting.

V. APPROVAL OF MINUTES

Alderman Weidner made a motion, seconded by Alderman Kruckenberg to approve the following meeting minutes:

• Minutes of the September 16, 2024, City Council regular meeting;

• Minutes of the September 16, 2024, City Council Closed Session;

• Minutes of the September 23, 2024, Public Safety and Finance committee meeting.

VI. CONSENT AGENDA – OMNIBUS VOTE

A. Accept Community Development Committee recommendation and pass ordinance O2024-40, approving clarifications and modifications to City Code pertaining to Code Enforcement Notifications

B. Accept Public Safety and Finance Committee recommendation waive second reading, and pass ordinance O2024-41, authorizing the disposal of City-owned property maintained by the Police Department through an auction conducted by Obenauf Auction Services, Inc.

C. Accept Public Safety and Finance Committee recommendation and pass resolution R2024-64, approving an agreement with Lauterbach & Amen, LLC, to provide audit services for five fiscal years, beginning with FY 2025 and concluding with the FY 2029 audit

D. Accept Public Safety and Finance Committee recommendation and approve the FY 2026 Budget Preparation and Adoption Timeline, as presented, including a City Council Budget Workshop on Saturday, March 15, 2025

E. Accept Public Safety and Finance Committee recommendation and approve the calendar year 2025 City Holiday Schedule as presented

F. Accept Public Safety and Finance Committee recommendation and approve the calendar year 2025 City Council and Committee of the Whole Meeting Schedule as presented

G. Accept Public Safety and Finance Committee recommendation authorizing the elimination of mailed water and sewer billing late notices, and direct staff to work with the City Attorney to prepare an ordinance amending the appropriate section of the City Code

H. Receive and file minutes of the Tourism and Arts Commission meeting held on August 15, 2024

I. Receive and file minutes of the Environmental Advisory Commission meeting held on August 20, 2024

J. Receive and file minutes of the Inclusion, Diversity, Equity, and Awareness Commission meeting held on August 20, 2024

K. Receive and file minutes of the Plan Commission and Zoning Board of Appeals meeting held on August 22, 2024, and draft minutes of the meeting held on September 19, 2024

L. Receive and file report of invoices paid up to October 2, 2024, in the amount of $224,622.43

M. Authorize expenditures for invoices due on or before October 21, 2024, in the amount of $2,121,687.27

N. Receive and file report of Chase Commercial Card expenditures for the month of September 2024, in the amount of $30,459.99

O. Receive and file Wire Transfers Report for September 2024

Alderman Weidner made a motion, seconded by Alderman Davolosto approve the Consent Agenda items as read.

VII. REGULAR AGENDA

A. Alderman Lockett made a motion, seconded by Alderman Augustynowicz, to accept staff recommendation and approve a one-day waiver of the hours of operation restriction set forth in Section 3-2-14 of the City Code to authorize Twin Peaks to sell alcohol under its Class A2 license starting at 8:00 a.m. on Sunday, October 13, 2024, with all other license conditions and restrictions to remain in full force and effect.

Discussion: Finance Director Dahlstrand explained that staff is recommending this one-day waiver to allow Twin Peaks to sell alcohol at an earlier scheduled time on a Sunday due to the Chicago Bears football game being played in London, England with kick-off starting at 8:30 a.m. Central Time. Alderman Weidner expressed his concern that other establishments may also want to do the same and not be aware they too could apply for this waiver. Finance Director Dahlstrand noted that no other establishments had applied for this waiver.

B. Alderman Lockett made a motion, seconded by Alderman Davolos, to accept staff recommendation and direct the City Attorney to draft an ordinance amending the City Code to authorize the Liquor Commissioner to extend for periods not to exceed three hours the hours of operation during which alcohol may be sold or consumed on a licensed premises.

C. Discussion of the 2024 Strategic Plan Action Objectives

City Administrator White presented the 2024 Strategic Plan framework and action item objectives developed for the next five fiscal years. She stated the action items are intended to direct City resources effectively and prioritize a core level of service generally provided to the public.

There was discussion regarding implementing a volunteer safety profile with a reverse 9-1-1 program, building facade grants for economic development, communicating environmental initiatives to residents, and action items pertaining to speed limits on City roadways. Following discussion, there was consensus for staff to evaluate the speed limit on River Road when the City gains formal jurisdiction of the roadway, and move up the comprehensive traffic study to evaluate speed limits on all City roadways to Fiscal Year (FY) 2026.
