City of Elmhurst Public Affairs and Safety Committee met Sept. 23

Here are the minutes provided by the committee:

1. Call to Order

The meeting was called to order at 7:00 p.m. by Chair Brennan.

2. Roll Call

Committee Members Present: Chair Brennan, Vice Chair Hill, Alderman Nardini

Absent: None

Elected Officials: Alderman Park

City Staff Present: Assistant City Manager Kent Johnson, Fire Chief Dick Dufort, Deputy Police Chief Brett Kaczorowski, History Museum Director David Oberg

Guests: Reid Stanton, Mike LoCicero, Tracy Halunka, Tasha Samuels, Marylin Krolak, Christine Fogarty, Dan Gibbons

3. Public Comment

Reid Stanton spoke requesting that qualifying buildings should be deconstructed instead of demolished in attempts to reduce landfill waste. 

4. Receipt of Written Communication

Reid Stanton submitted written communication on the sustainability action plan and requested to reduce landfill waste. 

5. Business Before the Committee

A. Minutes of the August 26th, 2024 meeting of the Public Affairs & Safety Committee

Alderman Hill motioned to approve the minutes of the August 26th, 2024 meeting. Alderman Nardini seconded. Roll call vote: Chair Brennan Aye, Hill Aye, Nardini Aye. Motion carried.

B. Dan Gibbons Turkey Trot

Dan Gibbons and Tony Cuzzone appeared before the Committee to discuss the proposed 2024 Dan Gibbons Turkey Trot. Gibbons described that this would be the 41st year of the event. Tony Cuzzone stated that the operations and route this year would be the same as in previous years. Alderman Nardini proposed amending the cost sharing agreement. Dan Gibbons agreed. Alderman Hill motioned to approve the report with the amendment. Alderman Nardini seconded. Roll call vote: Chair Brennan Aye, Hill Aye, Nardini Aye. Motion carried.

C. Dupage Senior Citizens Council Funding Request

Marylin Krolak of the Dupage Senior Citizens Council appeared before the Committee for a funding request. Marylin Krolak discussed services provided to residents of the City of Elmhurst by the Dupage Senior Citizens Council and discussed current trends of services and funding. The Committee requested a report from the Dupage Senior Citizens Council showing the last 5 years of funding that they have received through state funds, federal funds, and donations. Alderman Nardini motioned to approve the report. Alderman Hill seconded. Roll call vote: Chair Brennan Aye, Hill Aye, Nardini Aye. Motion carried.

D.  Neighborhood Traffic Study Area 6

Assistant City Manager Kent Johnson spoke to the Committee reference the upcoming Neighborhood Traffic Study for Area 6. Johnson briefed the Committee about the upcoming proposed future funding plans for the neighborhood traffic studies as well as a proposed citywide map for future studies. Alderman Nardini motioned to approve the report.   Alderman Hill seconded. Roll call vote:  Chair Brennan Aye, Hill Aye, Nardini Aye. Motion carried.

E. New Sidewalk Policy Review and Creation of a New Sidewalk Master Plan Referral

Assistant City Manager Kent Johnson spoke to the Committee about a draft map that was created showing proposed priorities for sidewalks. The Committee agreed to begin a draft report outlining potential future plans.  

F.  Short Term Residential Rental Policy

The Committee discussed the referral for a residential rental policy. The Committee requested additional information from staff reference similar communities and the ordinances they have implemented. 

6. Other Business

Assistant City Manager Kent Johnson provided an update on the status for crosswalk enhancements. Johnson stated the design was completed and materials were ordered for the intersection of York and Van Buren. Johnson stated Spring and Harrison planning is underway and anticipates completion in the Spring. After completion, the next intersection will be St. Charles and Arlington. 

Assistant City Manager Kent Johnson also provided an update regarding recent bicycle and pedestrian improvements completed in the City of Elmhurst.

Elmhurst Fire Chief Dick DuFort announced the Fire Department Open House to take place on October 6th.

Motion to adjourn the meeting was made by Alderman Hill and seconded by Alderman Nardini. Roll call vote: Chair Brennan Aye, Hill Aye, Nardini Aye, motion carried. Meeting adjourned  9:13 p.m.
