City of Elmhurst Development, Planning, & Zoning Committee met Sept. 9

1. Call to Order
Chair Deuter called the meeting to order at 7:00 p.m.
2. Roll Call

4. Public Comments
Paula Wolf commented on the impact of new home construction and the difficulty for seniors to remain in the community.
Therese Altergott commented on not allowing window wells in side yard setbacks and side yard setback encroachments.
Chair Deuter stated that the City will be participating in the Homes for a Changing Region program at the end of the year which will evaluate our housing stock. One goal is to evaluate housing for seniors and empty nesters who want to stay in the community but are not finding those options.
Chair Deuter noted that window wells are being looked at as part of the zoning ordinance update.

A. Development, Planning & Zoning Committee Meeting Minutes August 26, 2024
Alderman Veremis made a motion to approve the minutes of the DP&Z Committee on August 26, 2024. Alderman Park seconded. Voice Vote. Motion passed.
B. Special Meeting - Joint Meeting of the Development Planning and Zoning Committee and Zoning and Planning Commission/Zoning Board of Appeals Meeting Minutes September 4, 2024
Alderman Park made a motion to approve the minutes of the Special Meeting - Joint Meeting of the Development Planning and Zoning Committee and Zoning and Planning Commission/Zoning Board of Appeals Meeting on September 4, 2024. Alderman Veremis seconded. Voice Vote. Motion passed.
C. Salt Creek Primary School PUD Concept Meeting - 980 S Riverside Dr.
ACP Gal summarized the proposed project which includes a classroom addition to the school and new parking lot. Amy Zaher, superintendent, presented the concept plans and explained the improvements to multiple schools in the district. Matthew Toepper and Leslie Katz of FGM Architects presented the concept plans. It was noted that site development allowances related to setbacks and fencing will be requested as part of the PUD.
The Committee discussed existing and proposed traffic patterns and how the additional parking lot should help alleviate backups on Frontage Road and conflicts between buses and passenger vehicles. It is anticipated that traffic volume on Riverside Drive should be reduced since it will be limited to bus and employee use whereas parent pickup traffic would be off Frontage Road.
The Committee did not note any issues that would prevent the applicants from moving forward.
D. Case 24 ZBA 06 - Lindemulder Front Yard Variation - 630 S. Washington
ACP Gal summarized the request for a front yard variation to construct a front porch. It was noted that the Zoning & Planning Commission recommended unanimously for approval of the request. Marcus Lindemulder was present to address any questions.
Alderman Park made a motion to approve a report recommending approval of a variation from the front yard setback requirement of 28.11 feet to 27.1 feet. Alderman Veremis seconded. Voice Vote. Motion passed.
6. Other Business
Alderman Veremis asked when there would be an update on the Homes for a Changing Region project. CP Franz stated that the timeline for the project was pushed to late 2024 into early 2025 due to other ongoing projects.
Alderman Park asked whether public comments from the joint meeting related to historic home deconstruction can be shared with the HPC for discussion and whether there was an update on new commissioners. Chair Franz confirmed she will share the information and noted that Mayor Levin is evaluating new interest.

Alderman Veremis made a motion to adjourn at 7:53 p.m. Alderman Park seconded. Voice Vote. Motion passed.
