City of Warrenville Tourism & Arts Commission met Aug. 15

Here are the minutes provided by the commission:

A. CALL TO ORDER

The meeting was called to order at 7:04 by Chair Johnson

B. ROLL CALL

Attending: Chair Monica Johnson, Commissioners Megan Kleiber, Linda Osborn, Brian Owens and Sue Piscoran

Council Liaison: Clare Barry

C. APPROVAL OF THE JUNE 13, 2024 MINUTES

Commissioner Osborn made a motion to accept the June 13, 2024, Minutes.

Commissioner Owens seconded the motion. Motion passed unanimously.

D. APPROVAL OF THE JULY 11, 2024 MINUTES

Commissioner Piscoran made a motion to accept the July 11, 2024, Minutes, for the Hotel Tax Grant Applicant Workshop and Meeting. Commissioner Osborn seconded the motion. Motion passed unanimously.

E. CITIZEN’S COMMENTS

None

F. STAFF REPORT

Staff Liaison Kavina shared that the the quarterly Hospitality Meeting was held on July 19 at City Hall. The Hospitality Group is working to prepare a more cohesive set of marketing materials to promote all hotels in Warrenville in a collaborative fashion. National Night Out Against Crime (NNO) was hosted at Cerny Park on Tuesday, August 6, by the Police Department. Mayor Brummel was on hand, as well as several advisory board and commission volunteers to greet event attendees. Approximately 1,100 people attended.

G. BUSINESS OF THE MEETING

1. Review and Approval FY25 Multicultural Festival Budget Amendment

After reviewing the proposed amendment to the Park District’s Multicultural Fest budget, Chair Johnson made a motion to approve the amendment. Commissioner Osborn seconded the motion, and the motion was unanimously approved.

2. Discussion of Aesthetic Enhancement Program

In response to TAC’s earlier question regarding whether Public Works can incorporate routine maintenance of public artwork into their yearly Work Plan, Staff Liaison Kavina reported that Public Works would like to be in the loop as early as possible in the planning/purchasing phase when new public artwork is being considered. Each time new artwork is being recommended for approval from the City Council, Public Works requests that maintenance requirements be submitted for each piece at that time, as well. Currently, the contract for public artwork states that artists must submit instructions for upkeep before they can be compensated for their work, which is usually at the end of the installation process. For future acquisitions, TAC will need to request a maintenance plan to share with the City much earlier in the process, so that Public Works can assess the feasibility of its maintenance before the artwork is approved for purchase.

i. Signage for Existing and New Artwork

As all preliminary questions have been answered regarding the public art signage template Hitchcock will provide for TAC, Staff Liaison Kavina will sign the Agreement, so Hitchcock can begin work. Staff Liaison Kavina requested TAC commissioners provide a second quote for creating the physical signage. Public Works has agreed to installing signage, so installation will not need to be part of the quote. Commissioner Piscoran will forward the name of a second signage company to Chair Johnson, and it was also recommended that Chair Johnson ask Tim from Hitchcock to recommend a company from which another quote might be obtained.

FastSigns in Oakbrook was also recommended. Staff Liaison Kavina reminded commissioners that Community Development needs to approve the signage template –and subsequent artwork for any signage before the plaques are ordered. Note: Permits for signage are required after a sign reaches a particular size. TAC’s signage template will be for 8.5 x 11” signage, which will not require a permit.

3. Discussion of Annual Brochure and Postcard

Staff Liaison Kavina shared the updated formatting of the annual brochure, which historically highlights businesses/restaurants, points of interest, bike trails, and dates of Hotel Tax Grant funded events for visitors and residents. TAC has been moving to have this brochure accessible on the City’s website by providing postcards featuring a QR code that can be distributed to local hotels, as well as to event attendees. Much work has gone into this latest draft, and TAC commissioners received it with great enthusiasm. Commissioner Piscoran asked how people might access this online informational piece without the QR code, suggesting the possibility of having it on the City’s website under Visitors, rather than under TAC, since visitors would have no real need to check the TAC tab. Staff Liaison Kavina will check with Paula Krapf as to its placement on the website.

4. Discussion of Hokusai and Ukiyo-e Exhibit community participation

City Administrator White forwarded information to TAC, which was obtained at the DuPage Mayors and Managers meeting, that discusses Naperville’s partnership with the  College of DuPage in next summer’s art exhibit. It appears that Naperville is providing locations around their City that will be depicted in the style of Japan’s great artist, Hokusai, (of The Great Wave fame), which will be used to promote the exhibit in Naperville. Chair Johnson will reach out to see if Warrenville might also participate. In the meantime, Commissioners might photograph locations around Warrenville that they might like to recommend if Warrenville is able to participate. The cost to Warrenville is $500 per art piece.

Commissioner Piscoran made a motion to adjourn the meeting that was seconded by Commissioner Osborn. Motion carried unanimously. The meeting was adjourned at 8:03PM.
