City of Warrenville City Council met Aug. 5

Here are the minutes provided by the council:

I. OPENING CEREMONIES

A. Call to Order

Mayor Brummel called the meeting to order at 7:00 p.m.

B. Roll Call

Present: Mayor David Brummel and Aldermen: Stu Aschauer, J.P. Augustynowicz, Clare Barry, Kathy Davolos, Craig Kruckenberg, John Lockett, Bill Weidner and Judy Wilkie

Absent: None

Also Present: City Attorney Brooke Lenneman, City Administrator Cristina White, Assistant City Administrator Alma Morgan, Assistant Community Development Director Consuelo Arguilles, Community and Economic Development Director Amy Emery, Public Works Director Phil Kuchler, Finance Director Kevin Dahlstrand, Police Chief Sam Bonilla, City Treasurer Maury Goodman and City Clerk Julie Clark

Absent: None

C. Pledge of Allegiance

Mayor Brummel led the Pledge of Allegiance.

D. Presentation - Warrenville By Design

Community and Economic Development Director Amy Emery began by introducing the purpose for the overlay plan. Leslie Oberholzer from Codemetrics gave a detailed presentation of the plan and explained that the existing structures may continue to operate under their current use indefinitely, and only if they sit vacant for more than six months or are torn down will they need to adhere to the new zoning regulations. She also pointed out that there are structures currently in use within the overlay district that do not meet the current zoning codes.

II. CITIZENS COMMENTS

Bob Siebert, Albright Court, shared how the funds were raised for the current City Hall building.

III. OFFICIALS AND STAFF COMMENTS

A. Mayor

Mayor Brummel thanked everyone that made Summer Daze the success it was.

B. Clerk

D. Aldermen

Alderman Augustynowicz reminded everyone to come out for the National Night Out on Tuesday August 6 at Cerny Park.

E. City Administrator

City Administrator White thanked staff for their efforts in the roll out of the new software implementation.

F. City Attorney

No report

IV. APPROVAL OF AGENDA

Alderman Weidner made a motion, seconded by Alderman Kruckenberg to approve the agenda for the August 5, 2024, City Council regular meeting.

Alderman Davolos requested item VI.A be removed from the Consent Agenda for discussion. Aldermen Weidner and Kruckenberg agreed.

AMENDED MOTION ADOPTED VIA VOICE VOTE

V. APPROVAL OF MINUTES

Alderman Weidner made a motion, seconded by Alderman Kruckenberg to approve the following meeting minutes:

• Minutes of the July 15, 2024, City Council regular meeting;

• Minutes of the July 22, 2024, Public Safety and Finance Committee meeting

VI. CONSENT AGENDA – OMNIBUS VOTE

A. Removed for discussion

B. Accept Mayor Brummel’s recommendation and appoint Lucy Nelson to the Inclusion, Diversity, Equity, and Awareness Commission for a term expiring April 30, 2025

C. Receive and file minutes of the Board of Fire and Police Commissioners meeting held on January 23, 2024

D. Receive and file minutes of the Police Pension Board meeting held on April 23, 2024

E. Receive and file report of invoices paid up to July 31, 2024, in the amount of $172,436.56

F. Authorize expenditures for invoices due on or before August 19, 2024, in the amount of $858,871.08

G. Receive and file report of Chase Commercial Card expenditures for the month of July 2024, in the amount of $12,993.25

Alderman Weidner made a motion, seconded by Alderman Davolos, to approve the Consent Agenda items as read.

ROLL CALL VOTE:

Aye: Aldermen: Lockett, Wilkie, Davolos, Weidner, Aschauer, Kruckenberg, Barry and Augustynowicz

Nay: None MOTION ADOPTED

Item Removed from Consent Agenda

Alderman Davolos made a motion, seconded by Alderman Kruckenberg, to accept Plan Commission recommendation, waive second reading, and pass ordinance O2024-33, approving the Zoning Ordinance Text and Zoning District Map amendments to establish and apply a new Warrenville By Design Mixed-Use and Middle-Housing overlay district

Discussion:

Alderman Aschauer shared that he does not agree with the rezoning of any established businesses especially when these businesses have asked to be excluded from of the overlay district.

ROLL CALL VOTE:

Aye: Aldermen: Weidner, Lockett, Barry, Davolos, Wilkie and Kruckenberg

Nay: Aldermen: Aschauer and Augustynowicz MOTION ADOPTED

X. CLOSED SESSION

Alderman Barry made a motion, seconded by Alderman Lockett, to enter into Closed Session at 7:38 p.m. to discuss the following:

● 5 ILCS 120/2 (c) (1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees, specific individuals who serve as independent contractors in a park, recreational, or educational setting, or specific volunteers of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee, a specific individual who serves as an independent contractor in a park, recreational, or educational setting, or a volunteer of the public body or against legal counsel for the public body to determine its validity.

ROLL CALL VOTE:

Aye: Aldermen: Wilkie, Augustynowicz, Kruckenberg, Lockett, Weidner, Aschauer, Davolos and Barry

Nay: None MOTION ADOPTED

The Council returned to open session at 7:51 p.m. No action was taken during Closed Session.

XI. ADJOURN

Alderman Lockett made a motion, seconded by Alderman Wilkie to adjourn.

MOTION ADOPTED VIA VOICE VOTE

The regular Council meeting adjourned at 7:51 p.m.
