City of Elmhurst Finance Council Affairs & Administrative Services Committee met May 13

Here are the minutes provided by the committee:

1. Call to Order

Chair Talluto called the meeting to order at 7:03 p.m.

5. Business Before the Committee

A. Minutes of the April 08, 2024, meeting of the Finance, Council Affairs & Administrative Services Committee

A motion to approve the minutes of the April 8, 2024, FCA&AS Committee meeting was made by Alderman Jensen and seconded by Alderman Nudera. A voice vote was taken, and the minutes were approved unanimously.

B. Property Tax Statistics

Director Coyle reviewed Property Tax statistics comparing the City of Elmhurst with other DuPage County communities based on a range of metrics. The Committee reviewed a comparison of total tax rates for tax bills paid in 2024, noting that the City was ranked 27 lowest rate of 34 communities. Comparing the City/Village rates only, inclusive of Fire Districts, the City compares even more favorably with the 32nd lowest rate. It was noted that the comparisons are not entirely analogous as each community has a unique revenue composition and budget need. For example, some may rely heavily on sales tax revenue and be less reliant on property taxes as a funding source.

Additional schedules covered included comparisons of 2023 total new construction value (EAV) and 2023 total residential property value. In both metrics the City ranked second amongst DuPage communities.

6. Other Business

Director Coyle informed Committee members that on June 10, 2024 there will be a Committee of the Whole meeting for the Council to provide input on downtown visioning for the update of the downtown plan.

7. Adjournment

A motion to adjourn was made by Alderman Jensen and seconded by Alderman Nudera. Motion carried by unanimous voice vote.

The meeting was adjourned at 7:33 p.m.
