Here are the minutes provided by the council:

1. Executive Session - Mayor Levin called executive session to order at 6:53pm.

1.1 Executive Session for the Purpose of Discussing: Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body or Legal Counsel for the Public Body, pursuant to Open Meetings Act 5 ILCS 120/2(c)(1) Act 5 ILCS 120/2

Roll Call

Alderman Sienko moved to convene into executive session. Alderman Hill seconded.

2. Call to Order -  Mayor Levin called the regular council meeting to order at 8:07pm.

6.19 O-30-2024 - An Ordinance Declaring Items and Surplus Property as Obsolete and Authorizing the Disposal of the Items and Surplus Property (Fire Department Items / Equipment)

Mayor Levin pulled item 6.2 for possible revisions. Alderman Deuter pulled 6.18 and Alderman Irby pulled 6.4 from the consent agenda.

Alderman Jensen moved to accept the consent agenda minus items 6.2, 6.4 and 6.18. Alderman Nudera seconded.

6.4 Alderman Deuter moved to accept the referral.  Alderman Jensen seconded. Alderman Irby spoke favorable about the referral and supports it going to committee.

6.18 Alderman Jensen moved to accept the ordinance. Alderman Nudera seconded. Alderman Deuter stated she pulled the item to vote no.

7. Reports and Recommendations of Appointed and Elected Officials

7.1 Mayor Levin - The Mayor announced there there will be a capital budget meeting on 5/13 at 8pm following committee meetings. He thanked the Walk and Rollers group for Bike Safety Day. Memorial Day Parade is 5/27 at 9:30am with service at Wilder Park to follow. Council approved on consent agenda a report stemming from 2014 assisting the community with stormwater. EFD received the 2024 Dr. Joseph Hartman award. York Athletic Director Rob Wagner thanked EFD for CPR training to coaches as it helped in a recent emergency at York. Arbor Day Foundation named Elmhurst a 2023 Tree City USA. The Mayor also recognized Alderman Hill in his efforts with the Blue Jay 5K.

7.2 City Manager Grabowski - City Manager announced the History Museum received two awards from the Illinois Assoc of Museums. They received the 2024 Award of Superior Achievement of Conservation and Collections and 2024 Award of Excellence of Special Projects.

7.3 Alderman Veremis announced the Pet Parade on 5/18 11:30am-2pm and registration is at springroad.com.

7.4 Alderman Bram requesting information/presentation about new business announcements from Business Development Manager.  He also inquired about 240 million being sent to Illinois and if Elmhurst has any funds being allocated which Mayor Levin updated on inquiry.

8.1 O-31-2024 - An Ordinance Authorizing Execution of a Temporary Construction Easement Agreement for the Property Commonly Known as Golden Meadows Park Located at 120 North Hampshire Avenue, Elmhurst, Illinois (See Item 6.13)

Alderman Bram moved to accept the ordinance. Alderman Sienko seconded. Alderman Bastedo spoke in support of the ordinance and requesting council to suspend the rules so the project may move forward.

Alderman Bram moved to accept the ordinance. Alderman Sienko seconded. Alderman Bastedo spoke in support of the ordinance and requesting council to suspend the rules to have completion prior to Beer Fest.
