The Pritzker Administration and the Department of Human Services (IDHS) in Illinois have decided to postpone the implementation of significant cuts in service hours for professionals who provide care to individuals with intellectual and developmental disabilities (IDD) living in group homes. This decision comes after facing intense opposition from legislators, service providers, and families who would have been affected by the cuts.

State Senator Seth Lewis, a vocal opponent of the cuts, emphasized the government's responsibility to care for vulnerable citizens. He stated, "Our fundamental responsibility in the General Assembly is to ensure adequate resources are available to care for those who otherwise cannot take care of themselves." Senator Lewis co-signed letters initiated by both Senate Republicans and a statehouse Democrat who opposed the proposed cuts. He also participated in multiple meetings with IDD care providers and other legislators to address the issue.

The Pritzker Administration spokesperson confirmed that the cuts are on hold for the remainder of the current fiscal year, which concludes on June 30, 2024. However, it was clarified that the administration has not completely ruled out the possibility of implementing the cuts in the future. The delay is only until the start of the next fiscal year on July 1, 2024.

The proposal aimed to cut 2.5 million service hours for direct support professionals, impacting approximately 90% of individuals in these facilities. While the delay provides temporary relief, Senator Lewis emphasized the need for continued vigilance. He stated, "As a member of the Senate Appropriations- Health & Human Services Committee, I will be watching this issue closely and asking tough questions when IDHS comes to us with their budget ask for Fiscal Year 2025."

The postponement of the cuts is seen as a significant victory for legislators and advocates who fought against the reduction in service hours for IDD caregivers. It ensures that individuals with disabilities will continue to receive the vital services and assistance they require.

The Pritzker Administration's decision to delay the cuts reflects the importance of addressing the concerns raised by legislators, service providers, and families. As the budget discussions progress, the focus remains on ensuring that the IDD population does not experience any decrease in services in the future.
