City of Elmhurst City Council met Oct. 2.

Here are the minutes provided by the council:

1. Call to Order - In absence of Mayor Levin, Clerk Haddad-Tamer called the meeting to order at 7:31pm.

Alderman Talluto moved to appoint Alderman Dueter as Mayor Pro Temp. Alderman Brennan seconded. A voice vote was taken. Motion passed unanimously

Alderman Brennan pulled item 5.14 from the consent agenda. Alderman Bram pulled item 5.5. Alderman Hill moved to accept the consent agenda minus items 5.14 and 5.5. Alderman Cahill seconded.

Ayes: Mike Brennan, Rex Irby, Marti Deuter, Jennifer Veremis, Jacob Hill, Karen Sienko, Chris Jensen, Michael Bram, Brian Cahill, Noel Talluto, Tina Park, Jim Nudera, Emily Bastedo, and Guido Nardini

5.5 Alderman Veremis moved to accept the report. Alderman Park seconded. Alderman Deuter passed the gavel to Alderman Talluto as she spoke on behalf of the report and discussion. Alderman Deuter summarized the project and highlighted some of the changes applicant made; request from two entrances to one, repeated the traffic study, added signs at request of the public to lead to the hospital, set fence closer to building to allow for landscaping on the other side, lighting placement changed to be closer to the building and away from the neighborhood, not allow left turn when leaving the property, only straight to the shopping strip or right turn to York Rd, and adding a sidewalk to Lexington. Applicant will continue to work with neighbors. Requesting council to also suspend the rules for asphalt deadline by winter. Alderman Bram spoke in regard to suspension of rules. He feels it shouldn't be used to advance a project at petitioners request, wants to give time for public to comment. He supports the report but voting against the ordinance due to suspension of rules. Alderman Brennan spoke both in support of the report and ordinance so the petitioner can get the pavement for a usuable lot and would be better for the residents. Alderman Veremis spoke in support of the report and to suspend the rules as it's also the right thing to do for the neighbors. Alderman Talluto passed the gavel back to Alderman Deuter prior to the vote.

5.14 Alderman Park moved to accept the ordinance. Alderman Veremis seconded. Alderman Brennan stated he pulled the report to vote no. Alderman Talluto stated she was doing the same as Alderman Brennan.

Ayes: Rex Irby, Marti Deuter, Jennifer Veremis, Jacob Hill, Karen Sienko, Chris Jensen, Michael Bram, Brian Cahill, Tina Park, Jim Nudera, Emily Bastedo, and Guido Nardini

6. Reports and Recommendations of Appointed and Elected Officials

6.1 Mayor Pro Tempore - Alderman Deuter announced the EFD open house October 18th noon - 4pm at Station 2. National test of FEMA and other emergency departments on October 4th at 1:20pm central time. She delivered an update of the zoning code rewriting process.

7. Ordinance

7.1 ZO-12-2023 - An Ordinance Granting a Conditional Use Permit for a Planned Unit Development With Site Development Allowances for the Construction of a Medical Office Building and Parking Lot at the Property Commonly Known as 1100 South York Street, Elmhurst, Illinois (See Item 5.5)

Alderman Veremis moved to accept the ordinance. Alderman Park seconded. Alderman Bram reintegrated he does not support the ordinance in suspending the rules the same night. Alderman Talluto stated a vote against the ordinance is a vote against this project.

Ayes: Mike Brennan, Rex Irby, Marti Deuter, Jennifer Veremis, Jacob Hill, Karen Sienko, Chris Jensen, Brian Cahill, Noel Talluto, Tina Park, Jim Nudera, Emily Bastedo, and Guido Nardini

Nays: Michael Bram

8. Other Business - Alderman Hill announced Elmhurst School of Rock Adults will be playing at Ballydoyle 10/7 at 1pm. Alderman Nardini thanked Alderman Deuter for acting as Mayor Pro Temp.

9. Adjournment - Alderman Brennan moved to adjourn the meeting. Alderman Hill seconded. A voice vote was taken. Motion passed unanimously.
