DuPage County Sheriff's Merit Commission met Sept. 21.

Here are the minutes provided by the commission:

1. CALL TO ORDER 

Meeting called to order at 8:30 a.m. by Chairman Reyes.

2. ROLL CALL 

Upon roll call, Chairman Reyes, Commissioner Kachiroubas, and Commissioner Gravina were present.

Staff members in attendance: Undersheriff Edmond Moore (Sheriff's Office), Chief Guy Papa (Sheriff's Office), Lindsey Stern (Sheriff's Office), Paul Bruckner (Assistant State's Attorney), Debbie Krygowski (Merit Commission Assistant)

3. PUBLIC COMMENT 

No public comment was offered.

4. OLD BUSINESS 

a. Exam Dates for LEB Lieutenant Assessment Center

Ms. Krygowski presented a timeline for the LEB Lieutenant Assessment Center process. Discussion. The Commission set the written exam date of November 1st, 2023; the makeup exam date of November 6, 2023, and the Assessment Center date of November 28, 2023. The Commission expects to certify a rank list at the December 7, 2023 meeting.

b. Request for Increase in Annual Compensation

The Commissioners drafted a letter requesting an increase in the Commissioners' annual compensation. Counsel Bruckner also drafted a Finance resolution for the increase. Chairman Reyes called for a motion to formally request an increase in annual compensation. Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion. Roll call vote: all ayes.

RESULT: APPROVED

5. NEW BUSINESS 

a. Resolution MC004-23 Amending the Rules, Regulations and Procedures Concerning Appointment/Eligibility, Lateral Transfers

Counsel Bruckner summarized Resolution MC004-23 that changes the requirement of length of service from 2 years to the greater of 12 months or satisfactory completion of the probationary period at the applicant's current agency in the State of Illinois. Discussion. Chairman Reyes called for a motion to approve Resolution MC004-23 Amending the Rules, Regulations, and Procedures Concerning Appointment/Eligiblity, Lateral Transfers. Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion. Roll call vote: all ayes.

RESULT: APPROVED

b. Procedures for Candidates on Both LEB and Corrections Lists

Ms. Krygowski asked the Commission about certification procedures for candidates on both the LEB and Corrections lists. Many of these candidates would be eligible for certification on one list prior to being eligible for certification on the other list. Discussion on the certification process and order on the eligibility lists.

6. REPORT FROM SHERIFF'S OFFICE 

Ms. Stern informed the Commission that due to new mandates in effect from the Safe-T Act, detectives may require more time to complete background investigations on candidates. 

7. EXECUTIVE SESSION 

Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to enter into Executive Session. Roll call vote: all ayes.

Paul Bruckner, Undersheriff Moore, Chief Papa, and Lindsey Stern left the room. a. Pursuant to 5 ILCS 120/2(c)(1) of the Open Meetings Act for the appointment, compensation, discipline, performance, or dismissal of a specific employee, one-on-one interviews.

The Commission entered into Executive Session at 8:50 a.m.

The Commission returned to Open Session at 9:34 a.m.

8. MATTERS TO BE REFERRED FROM EXECUTIVE SESSION (IF ANY) 

a. Action on the certification of candidates subject to one-on-one interviews on September 21, 2023.

Chairman Reyes called for a motion to certify LEB candidate 2501. Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion. Voice vote: all ayes.

Chairman Reyes called for a motion to certify Lateral Transfer to Corrections candidate 2109. Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion. Voice vote: all ayes.

Candidate 2420 was not certified.

9. ADJOURNMENT 

Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to adjourn. Voice vote: all ayes.

Meeting was adjourned at 9:36 a.m.
