City of Elmhurst Public Affairs and Safety Committee met Sept. 25.

Here are the minutes provided by the committee:

1. Call to Order

The meeting was called to order at 7:04 p.m. by Vice Chair Hill.

2. Roll Call

Committee Members Present: Alderman Brennan (teleconference), Vice Chair Hill, Alderman Nardini

Absent: None

Elected Officials: Mayor Levin

City Staff Present: City Manager James Grabowski, Police Chief Michael McLean, Fire Chief Richard Dufort, Deputy Police Chief Brett Kaczorowski, History Museum Director Dave Oberg, IT Director Lawrence Kravitz, City Attorney Don Storino, Human Resources Director Emily Wagner, Assistant Human Resources Director Stojana Ivancevic

Guests: Tony Cuzzone and Dan Gibbons of the Dan Gibbons Turkey Trot.

5. Business Before the Committee

A. Minutes of the September 11th, 2023 meeting of the Public Affairs & Safety Committee

Alderman Nardini motioned to approve the minutes of the September 11th, 2023 meeting. Alderman Hill seconded. Roll call vote: Brennan Aye, Hill Aye, Nardini Aye. Motion carried.

B. 40th Annual Dan Gibbons Turkey Trot

Dan Gibbons and Tony Cuzzone appeared before the Committee to speak about the proposed 40th Annual Dan Gibbons Turkey Trot to be held on Thanksgiving morning. Gibbons and Cuzzone provided an overview of the logistics of the event and answered questions from the Committee. Alderman Nardini asked about the costs associated and what is provided by Dupage County vs. the City of Elmhurst. Cuzzone explained the reimbursement agreement. Chair Brennan congratulated the organization on their 40th anniversary and discussed running next year with other members of the Public and Safety Affairs Committee. Alderman Nardini motioned to approve the report. Alderman Hill seconded. Roll call vote: Brennan Aye, Hill Aye, Nardini Aye, motion carried.

C. Paid Leave For All Workers Act

Human Resources Director Emily Wagner presented information to the Committee on the Paid Leave For All Workers Act that was passed in Illinois Legislation in January of 2023. Wagner and City Attorney Don Storino discussed Home Rule authority by the City of Elmhurst which allows the City to exclude itself from this act. Wagner provided information to the Committee on potential public safety risks if an entire shift of first responders took off from work at the same time and provided an overview of current benefits time off benefits afforded to City of Elmhurst employees that are comparable or exceed the act. Alderman Nardini motioned to approve the report, Chair Brennan seconded. Roll call vote: Brennan Aye, Hill Aye, Nardini Aye. Motion carried.

D. 2023 Neighborhood Roll Call Program

Police Chief McLean provided a summary of the 2023 Police Neighborhood Roll Call program. In the summer of 2023, the Elmhurst Police Department held 29 Neighborhood Roll Calls reaching a total of 655 residents to cover topics such as crime prevention, traffic enforcement, and community partnerships and communication such as Elmhurst Connect.

E. Police Department Body Camera Purchase

Police Deputy Chief Brett Kaczorowski provided information to the Committee regarding an upcoming Police Department Body Camera Purchase. The Committee was briefed on critical features sought through the purchase, the Request for Proposal (RFP) process, and the responses to the RFP. This topic will be discussed at a future meeting.

6. Other Business

Alderman Nardini expressed his interest in moving forward with Residential Chicken Keeping.

Motion to adjourn the meeting was made by Alderman Nardini and seconded by Alderman Hill. Roll call vote: Hill Aye, Nardini Aye, motion carried. Meeting adjourned 8:50 p.m.
