City of Elmhurst Finance Council Affairs & Administrative Services Committee met Aug. 14.

Chair Talluto called the meeting to order at 7:00 p.m.

5. Business Before the Committee
A. Minutes of the July 24, 2023, meeting of the Finance, Council Affairs & Administrative Services Committee
A motion to approve the minutes of the July 24, 2023, FCA&AS Committee meeting was made by Alderman Jensen and seconded by Alderman Nudera. A voice vote was taken and the minutes of the July 24, 2023, FCA&AS Committee meeting were approved unanimously.
B. Stormwater Funding
Chair Talluto asked Director Coyle to review funding projections updated since the previous meeting to reflect revised Home Rules Sales projection based on year-to-date collections. Chair Talluto provided a comparison of funding options including combinations of Home Rules Sales Tax, Property Tax, General Fund transfers, and Stormwater Fees discussed as the prior meeting, and one new option proposing funding solely through a 0.50% increase to Home Rule Sales Tax. The Committee discussed the merits and demerits of all funding scenarios proposed, before arriving at a consensus to recommend a 0.50% Home Rule Sales Tax increase with a sunset in the future. The Committee directed staff to prepare a report for the next meeting, and to develop a plan to communicate the decision to the public.

A motion to adjourn was made by Alderman Irby and seconded by Alderman Nudera. Motion carried by unanimous voice vote.
