City of Elmhurst Public Affairs and Safety Committee met July 24.

A. Public Affairs & Safety Committee Meeting June 12th, 2023, Minutes
Minutes to be approved pending the correction of a typographical error. Alderman Nardini motioned to approve the amended minutes; Chair Brennan Seconded. Roll Call vote: Chair Brennan, Aye, Nardini Aye. Motion carried.
B. Public Affairs & Safety Committee Meeting June 26th, 2023, Minutes
Minutes to be approved pending the correction of a typographical error. Alderman Nardini motioned to approve the amended minutes; Chair Brennan seconded. Roll call vote: Chair Brennan Aye, Nardini Aye. Motion carried.
C. Metropolitan Family Services Memorandum of Understanding
Representatives from Metropolitan Family Services, Nathan Underhile and Gina Ouimet, were present to answer any questions regarding the report. Chair Brennan asked if the majority of clients came from referrals, which Underhile agreed with. Alderman Nardini inquired if they were based out of the “Kies Recreation Center” and was informed there was a satellite office there. Alderman Nardini questioned what other municipalities fund the services and was advised it varied significantly amongst different municipalities. Chair Brennan inquired if there was communication between Metropolitan Family Services with the Police Social Worker and was advised they were complimentary to one another.
Alderman Nardini motioned to approve the report; Chair Brennan seconded. Roll call vote: Chair Brennan Aye, Alderman Nardini Aye. Motion carried.
D. Outdoor Warning Siren and Intergovernmental Agreement with Elmhurst School District 205
Interim Fire Chief Dick Dufort and ESDA Coordinator Don Novak provided information regarding the relocation of an outdoor warning siren, giving a brief overview of the outdoor warning siren system in Elmhurst and DuPage County. ESDA Coordinator Novak outlined some advantages to relocating the warning siren to the rooftop of York High School. Discussion ensued regarding the relocation from the current location of the siren, which was adversely affecting residents in the neighborhood, to a location on top of York High School. Alderman Nardini questioned what insurance, if any, would the school board require to relocate the siren to York High School. In addition, Alderman Nardini inquired about the cost of moving the siren and if there were other options, such as turning down the audio of the siren. Chair Brennan asked if the new location was the most advantageous, or if it would still be too close to the affected residents. After discussion, Alderman Nardini motioned to approve the report, Chair Brennan seconded. Roll call vote: Chair Brennan Aye, Alderman Nardini Aye. Motion carried.
E. Deaccession Artifacts from the Elmhurst History Museum
Representatives from the Elmhurst Historical Museum, Dave Oberg and Dan Lund, explained the rationale behind the deaccession of the requested items, specifically to free up space of items that were not relevant to Elmhurst and had no value to retain. Alderman Nardini asked if there were any items of value that might be worth selling. Lund explained the majority of items would be discarded, as selling items was difficult and ethically fraught. Chair Brennan inquired if the list of items for deaccession was enough, commenting on the amount of space the museum had for storage. Discussion ensued, Alderman Nardini motioned to approve the report, Chair Brennan seconded. Roll call vote: Chair Brennan Aye, Alderman Nardini Aye. Motion carried.
F. Neighborhood Traffic Study- Areas #2 and #3
After discussion, Alderman Nardini motioned to approve the neighborhood traffic study report with a recommendation to suspend the rules, Chair Brennan seconded. Roll Call vote: Chair Brennan Aye, Alderman Nardini Aye. Motion carried.
6. Other Business
Chair Brennan related he would have a number of questions regarding chicken coops at a future meeting. Alderman Nardini stressed the importance of having committee reports written in a manner which would be easy for anyone to understand.
