Here are the minutes provided by the council:

1. Executive Session - Mayor Levin called Executive Session to order at 7:05pm

1.1 Executive Session for the Purpose of Discussing: minutes of meetings lawfully closed under the Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06 of the Open Meetings Act 5 ILCS 120/2(c)(21) and Pending and Probable Litigation, pursuant to the Open Meetings Act 5 ILCS 120/2(c)(11)

Present: Chris Jensen, Michael Bram, Tina Park, James Nudera, Emily Bastedo, Guido Nardini, Rex Irby, Marti Deuter, Jennifer Veremis (entered at 7:07pm), and Karen Sienko

Alderman Bastedo moved to convene into executive session. Alderman Jensen seconded.

3. Proclamation

3.1 Mayor Levin presented the Proclamation to Declare June 2023 as LGBTQ Month in the City of Elmhurst to Stephanie Wargin, Elmhurst Pride Collective.

4. Receipt of Written Communication from the Public - None

5. Public Forum

  • Bruce Kelsey - Spoke in regard to North York Road Improvement.
  • Todd Bensen - Spoke to invite all to attend Elmhurst Farmers Market and Spring Road's Music at the Gazebo.
  • Peter Doughty - Spoke in regard to Nicor Gas Main work and concern of potential sewer line damage.
6. Announcements

  • Alderman Nudera encouraged all to display their American Flags on June 14th.
  • Alderman Veremis spoke to the success of the Spring Rd. Pet Parade a few weeks ago with over 200 people and their pets in attendance.
  • Alderman Bram announced the Elmhurst Police Dept will host a 3rd ward roll call Tues 6/6 at 7pm at Michigan and Crestview.
  • Alderman Bastedo announced the Public Works & Buildings Committee meeting is canceled 6/12 due to a lack of quorum.

Alderman Bram moved to accept the consent agenda in its entirety. Alderman Sienko seconded.

8. Reports and Recommendations of Appointed and Elected Officials

  • Mayor Levin - The Mayor spoke in regard to the recent issues of Roberto's property to make clarifications of the process including the county accessor, the legal proceedings of the DPZ commission with explanation of what evidence entails. There will be a future training to council and DPZ commission, open to the public, on general zoning as well as conditional use applications. The Mayor announced the City of Elmhurst won the baseball game with Elmhurst University. The Mayor thanked the Veterans Commission for the event on Memorial Day. Special Kids Day at City Hall is Saturday 6/10 from noon - 4pm. Mayor Levin was elected as VP of DuPage Mayors and Managers and City Manager Grabowski is director of two committees. There will be no council meeting on 7/3.
  • City Manager Grabowski - City Manager announced City Center's live music beginning on Wednesday, 6/7 and will be the opening ceremony of the 255 building umbrella sky project. Heritage Foundation opening night is Thursday 6/8. Sunday, 6/11 the EPD Cops and Bobbers is at Eldridge Park. Elmhurst Express Trolley started over the weekend and will run Fridays and Saturdays through the summer. Two awards in the Finance Dept. from the GFOA - For the 16th year in a row the city received the outstanding budget presentation award and for the 33rd year in a row the comprehensive financial report/audit report award.
9. Resolution

9.1 R-46-2023 - A Resolution Authorizing the Issuance of a Notice of Award and Authorizing the Execution of a Contract for the Brush Hill Road Improvement Project, Project 22-02 for the City of Elmhurst, Illinois (See Item 7.13)

Alderman Bastedo moved to accept the resolution. Alderman Bram seconded. Alderman Bastedo spoke in support of the resolution requesting council to suspend the rules due to timing to finish before schools start in August and it is also used as a route to Elmhurst Hospital.
