City of Warrenville City Council met April 3

Here are the minutes provided by the council:

I. OPENING CEREMONIES

A. Call to Order

Mayor Brummel called the meeting to order at 7:00 p.m.

B. Roll Call 

Present: Mayor David Brummel and Aldermen: Stu Aschauer, Clare Barry, Kathy Davolos, Jeff Krischel, Craig Kruckenberg, Leah Goodman, John Lockett and Bill Weidner

Absent: None

Also Present: Assistant City Attorney Courtney Willitts, City Administrator Cristina White, Assistant City Administrator Alma Morgan, Public Works Director Phil Kuchler, Community and Economic Development Director Ron Mentzer, Assistant Community Development Director Consuelo Arguilles, Finance Director Kevin Dahlstrand, Police Chief Sam Bonilla and City Clerk Julie Clark

Absent: None

C. Pledge of Allegiance

Mayor Brummel led the Pledge of Allegiance.

II. CITIZENS COMMENTS

Bob Siebert, Albright Court, shared that, in late April former U.S. Presidents will be visiting Summit Illinois to dedicate a memorial to Emmet Till, and a Warrenville contractor is installing the bricks at the memorial.

III. OFFICIALS AND STAFF COMMENTS

A. Mayor

Mayor Brummel reminded the public that Tuesday April 4, is Election Day and to vote if they have not already done so.

Mayor Brummel also mentioned that there will be a reception on Monday May 1, from 6:00 -7:00 p.m. to recognize former Alderman Bob Wilson as well as current Aldermen Leah Goodman and Jeff Krischel for their dedicated service to the City Council. Newly elected Aldermen John Lockett, Craig Kruckenberg, Judy Wilkie and John Paul Augustynowicz and Treasurer Maury Goodman will also be recognized at the reception pending the election results.

Alderman Goodman wished everyone a Happy Easter and Happy Passover. Alderman Weidner acknowledged all the volunteers and their efforts on various committees. Alderman Lockett shared that April is Autism Awareness Month. He also recognized Officer Nowakowski in his handling of a call to his home by his young son.

IV. PUBLIC HEARING FOR FY 2024 BUDGET

Alderman Goodman made a motion, seconded by Alderman Barry, to open the Public Hearing for FY 2024 Budget.

MOTION ADOPTED VIA VOICE VOTE

Discussion: Mayor Brummel reiterated the work that went into preparing the budget. Alderman Goodman applauded Finance Director Dahlstrand, not just for this budget but for all the hard work he does to make sure the City has a balanced budget.

Alderman Goodman made a motion, seconded by Alderman Lockett, to close the Public Hearing for FY 2024 Budget.

V. APPROVAL OF AGENDA

Alderman Weidner made a motion, seconded by Alderman Kruckenberg, to approve the agenda for the April 3, 2023, City Council regular meeting.

VI. APPROVAL OF MINUTES

Alderman Weidner made a motion, seconded by Alderman Davolos, to approve the minutes of the March 18, 2023, City Council Budget workshop; the minutes of the March 20, 2023, City Council regular meeting; the minutes of the March 20, 2023, City Council closed session meeting and the minutes of the March 27, 2023, Public Safety and Finance Committee meeting.

VII. CONSENT AGENDA – OMNIBUS VOTE

A. Accept Public Safety and Finance Committee recommendation, waive second reading, and pass ordinance O2023-08, amending City Code Title 4, Chapter 1, Section 1, regarding the approval necessary for certain Police Department employment-related actions

B. Accept Public Safety and Finance Committee recommendation, waive second reading, and pass ordinance O2023-09, approving the disposal of City owned personal property through an auction conducted by PropertyRoom.com

C. Accept Public Safety and Finance Committee recommendation, waive second reading, and pass ordinance O2023-10, amending Chapter 4 of Title 7 of City Code regarding water and sewer service rates, and imposing a Naperville Wastewater Treatment Capital Improvement Volume Charge

D. Accept staff recommendation, waive second reading, and pass ordinance O2023- 11, amending ordinance O2022-10 adopting the City of Warrenville Annual Budget for FY 2023

E. Accept staff recommendation, waive second reading, and approve ordinance O2023-12, amending City Code Title 3, Chapter 2, to decrease the number of class A2 Liquor Licenses from eight (8) to seven (7)

F. Accept Public Safety and Finance Committee recommendation and approve the addition of the new initiatives to the FY 2024 Environmental Advisory Commission Work Plan

G. Accept Public Safety and Finance Committee recommendation and approve a 5.2% FY 2024 market wage increase for non-represented employees as included in the proposed FY 2024 Budget

H. Accept Public Safety and Finance Committee recommendation and direct staff to proceed with early recruitment for one part-time police officer with an anticipated start date after May 1, 2023

I. Receive and file minutes of the Inclusion, Diversity, Equity and Awareness Commission meeting held on January 17, 2023

J. Receive and file minutes of the Environmental Advisory Commission meeting held on January 17, 2023

K. Receive and file minutes of the Bicyclist and Pedestrian Advisory Commission meeting held on February 14, 2023

L. Receive and file minutes of the Environmental Advisory Commission meeting held on February 14, 2023

M. Receive and file report of invoices paid up to March 29, 2023, in the amount of $25,129.20

N. Authorize expenditures for invoices due on or before April 17, 2023, in the amount of $261,722.15

Alderman Weidner made a motion, seconded by Alderman Lockett, to approve the Consent Agenda items as read.

VIL REGULAR AGENDA

Alderman Weidner made a motion. seconded by Alderman Lockett, to offer a first reading of ordinance 02023-13, adopting the City of Warrenville FY 2024 Municipal Budget.

Discussion: There was no discussion.
