1. CALL TO ORDER

8:00 AM meeting was called to order by Chair Elizabeth Chaplin at 8:00 AM.

3. PRESENTATION

Sheriff's Office FY23 Budget Presentation

Sheriff Mendrick reviewed the Sheriff's Office organizational chart with a detailed breakdown of the Administrative Bureau, the Corrections Bureau and the Law Enforcement Bureau, and the various responsibilities and tasks that each area carries out. Significant budget impacts for the Sheriff's Office coming up in FY2023 include: overall salary increases, vehicle repairs, fuel & lube, arrestee medical, JUST of DuPage and capital expenses (most significant being I.T. needs), for an approximate total of $7,571,038. Additional SAFE-T Act costs will also be effective as of January 1, 2023. These additional costs include: overtime in association with all day bond court, increased personnel and training costs in association with the extension of the basic corrections academy and the law enforcement academy, costs for mental health screenings, and an in-house training program to ensure compliance with new mandates and recertification requirements. Sheriff Mendrick also reported that his office is currently under-staffed by approximately 23 officers. State's Attorney Bob Berlin and Judge Brian Telander are requesting to reinstate the Work Release Program. This program allows for an arrested person to keep working at their job in order to support their family and contribute to their community. This program worked well prior to the onset of Covid-19, with notable reductions in recidivism as a result. Sheriff Mendrick is requesting 8 additional deputy sheriffs in order to run this program. The Sheriff's Office total budget ask for FY2023 is $60,537,209. This is approximately $8,000,000 more than FY2022 but takes into account expenses that used to be budgeted out of other General Fund accounts, such as office supplies, notary publics, postage, Federal Express, employee anniversary awards, arrestee medical, printing charges, vehicle repairs, fuel & lube and gasoline. Upon Board approval of the FY2023 budget, critical I.T. updates will be a top priority for the Sheriff's Office.

Motion to Reduce Administrative Costs Reimbursement to $50,000

Member Krajewski motioned to amend the resolution, reducing DCVB administrative costs reimbursement from $100,000 to $25,000 for this program. Member Ozog motioned to amend Member Krajewski's amendment to be $50,000. Board Members took a vote on Member Ozog's amendment, with the result being: no-8, yes-6, absent-4. The motion to amend the administrative costs reimbursement from $100,000 to $50,000 failed. Member Krajewski withdrew his motion to amend the administrative costs reimbursement to $25,000.

Precinct Map Discussion

Chair Chaplin asked Board Members if they would prefer to re-divide the election precincts in July 2022 or wait until June 2023, which would still be in compliance with State law. Board Members agreed that they prefer to re-divide the precinct maps in June 2023. Elected Officials have been asked to perform a market analysis to compare salaries against nearby areas to help support FY2023 salary adjustment requests within their departments. Nick Kottmeyer will work with Jeff Martynowicz, Margaret Ewing and the Elected Officials to have this information ready for Board Members by August 31st.
