1. CALL TO ORDER

8:00 AM meeting was called to order by Chair Elizabeth Chaplin at 8:00 AM.

3. PRESENTATION

FY2022 Finance Budget Update

Jeff Martynowicz, Chief Financial Officer, provided a FY2022 budget update to the Committee. Items discussed included: sales tax for FY2019-2022, cannabis sales tax for FY2021-2022, income tax for FY2019-2022, projected income statement for FY2022, and fund balance for FY2018-2022. Budgets for various items such as office supplies, notary publics, postage, Federal Express, employee anniversary awards, printing charges, vehicle repairs, gasoline, etc., that are currently held in a centralized General Fund department will be itemized within the individual user departments for FY2023. This is a budget neutral change which will help show the accurate cost of running various departments. Departments have been notified of this change and have been instructed on how to budget for these expenses on budget worksheets. FY2022 budget numbers will be reviewed again in three months, at which time the Committee can discuss ideas on allocating any excess funds going into FY2023.

DuPage County Travel, Tourism & Hospitality Economic Recovery Initiative (DCVB)

Beth Marchetti, Executive Director of the DuPage Convention & Visitors Bureau (DCVB), presented the DuPage County Travel, Tourism & Hospitality Economic Recovery Initiative. Tourism is an eligible category for funding under the American Rescue Plan Act. First, the program includes a $2,000,000 grant for tourism businesses. All hotels in DuPage County would be eligible for this program for reimbursement of up to $112 per room. To request funding, each hotel would be required to fill out an eight question application online. Second, the program includes $750,000 for a DCVB/Choose DuPage Marketing Program. DCVB would partner with Choose DuPage to reach out to both local and out-of-state businesses and visitors to attract business to the County. Third, the program includes $50,000 for a Regional CMAP Tourism Program, which began in 2021 and would continue through 2022. Resolutions for the program will be brought to the Finance Committee and County Board meetings for approval on July 12, 2022.

11. OLD BUSINESS

Budget Survey Discussion

Chair Chaplin sought direction from the Committee on how to proceed with the annual budget survey. There was consensus from the Committee to create a budget survey for this year. Staff is seeking direction from County Board members on budget questions to include on the survey which will be completed by DuPage County residents. Question suggestions should be emailed to Joan Olson. Board Members also voiced interest in working with Northern Illinois University (NIU) Center for Government Studies as a survey consultant on this year's survey, for a contract total not to exceed $15,000. Last year's survey can be found on the County's Transparency Portal. A request was made to ask NIU if they can also provide survey assistance for surveying internal County staff.
