Members discussed the proposed salary amounts as stated in the resolution, and whether any salaries should be increased or decreased. Information regarding salaries for the Chairman, Board Members and Elected Officials from surrounding counties was provided as a comparison. The Finance Committee decided to leave all salaries mentioned within the resolutions as stated, as well as to keep the car stipends as stated.

10. DISCUSSION

Local ARPA Program Discussion

Mary Catherine Wells, Deputy Chief Financial Officer, provided an update on the Local American Rescue Plan Act. The application portal will remain open to Park Districts and Fire Districts through May 6th. The Finance Committee obligated ARPA funds in the amount of $1M to Park Districts and $3M to Fire Districts. Once all applications have been submitted, reviewed and scored by the ARPA Senior Team, funding recommendations will be presented to the Finance Committee in June.

Unincorporated DuPage Cannabis Discussion

Chair Chaplin asked the Committee for a consensus on the question of whether to allow retail sale of cannabis in unincorporated areas of DuPage County. She asked whether a memo or a presentation from stakeholders, including the Sheriff's Office, State's Attorney's Office and the DuPage County Health Department would be preferred. Members stated that they would like the stakeholders to attend a Finance meeting in- person to answer questions in real time. Members would also like a memo from the stakeholders discussing the impact that the sale of cannabis in unincorporated areas could have. Paul Hoss, Building & Zoning Coordinator, stated that there are 193 sites located within the unincorporated areas which meet the qualifications to become cannabis shops. Staff outlined steps in the process of creating an ordinance allowing the retail sale of cannabis in unincorporated areas. Staff and Board Members also discussed the amount of revenue DuPage has received from the current sales tax on cannabis in incorporated areas of DuPage County.
