1. CALL TO ORDER

8:00 AM meeting was called to order by Chair Julie Renehan at 8:00 AM.

4. CHAIRWOMAN'S REMARKS - CHAIR RENEHAN

Chair Renehan expressed her enthusiasm for hearing from Presiding Judge Kavita Athanikar today regarding the accomplishments with the Drug and Veterans Court and how residents across the state are being helped by the DuPage County 18th Judicial Circuit Court. Thanks and appreciation was also given to Trial Court Administrator Suzanne Armstrong. She also commented on the vehicle replacement request for the Sheriff's Office, citing conversations with Director of Transportation Chris Snyder and Chief Financial Officer Jeffrey Martynowicz. With a fleet of 178 vehicles and a twelve year life span, it's expected that roughly fifteen vehicles a year would need replacement. She added that the additional appropriation for the crime lab is not coming from the general fund. She explained it would be pulled from a fund that already has money in it and was not allocated in their budget. Finally, the crime lab's server support upgrades and software were necessary to support a resource that we are fortunate to have in DuPage County.

A. Drug and Veterans Court Update - Kavita Athanikar, Presiding Judge, 18th Judicial Circuit Court

Presiding Judge Kavita Athanikar thanked the committee for allowing her to present today. She has presided over First Offender Call Unified for Success (F.O.C.U.S.) and Drug Court for the last three years and shared specifics regarding a grant the 18th Judicial Circuit Court recently received that would revolutionize the programming currently in place. Multiple grants, which total $691,373, were awarded and are geared specifically for drug and veteran court programming. The specialty courts, including F.O.C.U.S., Mental Illness Court Alternative Program (MICAP), and Veteran's Court, were briefed. F.O.C.U.S. court started in 2018 by then Chief Judge Guerin as a means to get ahead of the opioid epidemic. Class 3 and 4 drug cases by first-time offenders were assigned to a specific court room where they were handled with the same weight and given specific programming to prevent recidivism. Judge Athanikar noted these drugs included cocaine, fentanyl, and other controlled substances and accompanied other charges, such as theft, domestic violence, and driving under the influence (DUI). She credited the Probation Department in assisting with testing for these various substances. High risk, high need offenders are seen one day a week and are in a structured program to assist them in overcoming decades-long addictions. A dedicated staff of nine, along with the State's Attorney's Office, Probation and Court Services, Public Defender's Office, and Health Department, work hard to establish individualized plans for these defendants. In 2020, DuPage County's drug court was certified by the Illinois Supreme Court. She stressed that fentanyl is a major reason for the increase in drug cases. She indicated collaboration with the jail and health departments to implement a medication assisted recovery program has been ongoing during the pandemic to combat the opioid crisis and has led to nationwide recognition. Statistics and news headlines were provided to the committee. A timeline to obtain the four-year, $616,373 grant was summarized. The grant has allowed for advanced programming, including the development of recovery community centers, recovery coaches, partnerships, peer mentors, medical assisted treatment, employment services, and training. She stressed the difficulty of grant-writing and that local grants and this recent federal grant can lead to future grants. She emphasized DuPage County's role in policymaking. After receiving certification, Judge Athanikar became part of the Illinois Problem Solving Committee through the Illinois Supreme Court where they determine training and funding for judges and probation departments. Two additional probation officers from DuPage County have since been appointed to the general and data committees. This led to establishing a national partnership with the Office of National Drug Control Policy, which was recognized in 2021 in Washington, D.C. DuPage County has and will continue to represent the State of Illinois at national conferences. Members Puchalski, Eckhoff, Covert, Garcia, Chaplin, Ozog, Zay, and Schwarze thanked Judge Thanikar and her team for their incredible efforts and asked for clarification and provided commentary regarding convictions, 410 probation, expungement, citizenship, the grant-writing process, certification, opioid statistics, Narcan, veteran volunteer programs, overdose and suicide rates, mental health and substance abuse issues, to which she responded. Chair Renehan thanked Judge Thanikar for her dedication to saving livings and revolutionizing programming and expressed interest in an update from the 18th Judicial Circuit Court in the future.

14. NEW BUSINESS

Member Chaplin wished to recognize Sheriff Mendrick and his department for their professionalism in handling the recent death threats aimed towards State Representative Deb Conroy and providing security detail. Chair Renehan stressed professionalism and public safety.
