DuPage County Board met Jan. 14.

Here are the minutes provided by the board:

1. CALL TO ORDER

8:00 AM meeting was called to order by Chairman Daniel J Cronin at 8:19 AM.

2. PLEDGE OF ALLEGIANCE

Member Tornatore led the pledge of allegiance.

MOTION TO CONDUCT MEETING

Member Chaplin moved and Member Garcia seconded a motion to allow the members of the County Board to conduct the meeting via teleconference/remotely. The motion was approved by voice vote, all "ayes." Member Hart was absent.

3. ROLL CALL

PRESENT: Chaplin, Chavez, Covert, DiCianni (Remote), Eckhoff, LaPlante, DeSart (Remote), Krajewski (Remote), Rutledge, Deacon Garcia, Ozog, Puchalski (Remote), Renehan, Schwarze, Selmon, Tornatore, Zay, Cronin (Remote)

6. FINANCE - CHAPLIN Committee Update

Recess

The County Board took a brief recess at 10:45 a.m., returning to the board room at 11:05 a.m. On roll call, all members were present; Member Hart and Member Krajewski were absent. Member Eckhoff left the board room to attend remotely.

Motion to Conduct Meeting

Member Selmon moved and Member Zay seconded a motion to allow Member Eckhoff to participate in the meeting via teleconference/remotely. The motion was approved by voice vote, all "ayes." Member Hart and Member Krajewski were absent.

Motion to Amend FI-O-0007-22

Member Chaplin moved and Member Ozog seconded a motion to amend ordinance FI-O 0007-22 with the following changes:

WHEREAS, the precinct maps proposed in Exhibits 1 through 9, as presented on the County Board floor on January 11, 2022 and incorporated into this Ordinance (Exhibit 1 - Addison Township, Exhibit 2 - Bloomingdale Township, Exhibit 3 - Downers Grove Township, Exhibit 4 - Lisle Township, Exhibit 5 - Milton Township, Exhibit 6 - Naperville Township, Exhibit 7 - Wayne Township, Exhibit 8 - Winfield Township, and Exhibit 9 - York Township) each establishs new precincts as shown on the maps; and

RESULT: DEFEATED [6 TO 10]

MOVER: Elizabeth Chaplin, District 2

SECONDER: Mary Ozog, District 4

Motion to Amend FI-O-0007-22

Member Chaplin moved and Member Garcia seconded a motion to amend ordinance FI-O 0007-22 with the following changes:

WHEREAS, the precinct maps proposed in Exhibits 1 through 9, as presented on the County Board floor on January 14, 2022 and incorporated into this Ordinance (Exhibit 1 - Modified 3 - Addison Township, Exhibit 2 - Modified 3 - Bloomingdale Township, Exhibit 3 - Modified 2 - Downers Grove Township, Exhibit 4- Modified 3 - Lisle Township, Exhibit 5 - Modified 3 - Milton Township, Exhibit 6 - Modified 3 - Naperville Township, Exhibit 7 - Version 1 - Wayne Township, Exhibit 8 - Version 1 - Winfield Township, and Exhibit 9 - Modified 2 - York Township) establish new precincts as shown on the maps; and

RESULT: DEFEATED [6 TO 10]

Motion to Amend FI-O-0007-22

Member Chaplin moved and Member Ozog seconded a motion to amend ordinance FI-O 0007-22 with the following changes:

WHEREAS, the precinct maps proposed in Exhibits 1 through 9, as presented on the County Board floor on January 14, 2022 and incorporated into this Ordinance (Exhibit 1 - Modified 2 - Addison Township, Exhibit 2 - Modified 2 - Bloomingdale Township, Exhibit 3 - Modified 2 - Downers Grove Township, Exhibit 4- Modified 2 - Lisle Township, Exhibit 5 - Modified 2 - Milton Township, Exhibit 6 - Modified 2 - Naperville Township, Exhibit 7 - Modified 2 -

Motion to Amend Scrivener's Error

Member Chavez moved and Member Tornatore seconded a motion to amend a scrivener's error on the precinct maps, correcting transposed precinct numbers. The motion passed on voice votes, all "ayes". Member Hart and Member Krajewski were absent.

A. FI-O-0007-22 ORDINANCE -- An Ordinance Establishing the Boundaries of County Election Precincts

WHEREAS, P.A. 102-0668 passed both houses of the Illinois General Assembly on October 28, 2021; and

WHEREAS, the Governor of the State of Illinois signed P.A. 102-0668 on November 15, 2021; and

WHEREAS, P.A. 102-0668 amends Section 11-2 of the Illinois Election Code; and

WHEREAS, Section 11-2 of the Illinois Election Code, as amended, provides that the County shall create and divide election precincts in such a manner that each precinct, as near as may be practicable, may contain 1,200 voters; and

WHEREAS, Section 11-2 of the Election Code, as amended, further requires that, insofar as is practicable, each precinct be situated within a single congressional, legislative and representative district, and in not more than one County Board District and one municipal ward; and

WHEREAS, Section 11-2 of the Election Code, as amended, further requires that, each precinct be comprised of contiguous territory, shall be described by the metes and bounds, and shall be numbered by the County Board; and

WHEREAS, Section 11-2 of the Election Code, as amended, further requires that these revised precincts be approved by the DuPage County Board within 60 days of the passage of P.A. 102-0668; and

WHEREAS, upon completion of the County Board’s decennial reapportionment, it was necessary to review the boundaries and population of the existing county election precincts; and

WHEREAS, the DuPage County Finance Committee did not pass FI-O-0006-22 on January 11, 2022; and

WHEREAS, the DuPage County Board directed the DuPage County Clerk to develop, in consultation with members of the DuPage County Board, maps which meet the statutory considerations and which satisfy the County Board requirements with regards to the boundaries of county election precincts; and

WHEREAS, the County Board directed the County Clerk to prepare maps to be approved at, and made part of this ordinance during, the DuPage County Board’s special call meeting at 8:00 A.M. on January 14, 2022; and

WHEREAS, the existing county election precincts were adopted in 2017; and

WHEREAS, the existing county election precincts established 68 precincts in Wayne Township, 104 precincts in Bloomingdale Township, 69 precincts in Addison Township, 41 precincts in Winfield Township, 130 precincts in Milton Township, 136 precincts in York Township, 97 precincts in Naperville Township, 129 Precincts in Lisle Township, and 156 Precincts in Downers Grove Township, for a total of 930 County Election Precincts; and

WHEREAS, the precinct maps proposed in Exhibits 1 through 9 (to be made part of this ordinance by amendment during the above referenced meeting) establish new precincts as shown on the maps; and

WHEREAS, the DuPage County Board has reviewed the precinct maps proposed and created by the DuPage County Clerk to be attached hereto as Exhibits 1 through 9; and

WHEREAS, the DuPage County Board finds that each township includes at least one precinct as required by law; and

WHEREAS, the County Election precincts set forth in Exhibits 1 through 9 split a de minimis number of precincts between more than one congressional, legislative and representative district, County Board District, and municipal ward; and

WHEREAS, the DuPage County Board finds that it would be impracticable to not split those precincts due to the geographic boundaries of the involved districts; and

WHEREAS, the DuPage County Board finds that these precincts are composed of contiguous territory in as compact a form as practicable for the convenience of the electors voting within those precincts; and

WHEREAS, the DuPage County Board finds, that the registered voter population in each precinct proposed in Exhibits 1 through 9 attached hereto is as near as practicable to the 1,200 registered voters per precinct standard, taking into account the geographic boundaries of the several electoral districts and requirements that the precincts be contiguous and compact.

NOW, THEREFORE BE IT ORDAINED, that the DuPage County Board hereby adopts and approves the metes and bounds of the several precincts as set forth visually in Exhibits 1 through 9; and

BE IT FURTHER ORDAINED, that the DuPage County Board orders the metes and bounds of these precincts be published on the DuPage County website; and

BE IT FURTHER ORDAINED, that the DuPage County Clerk is instructed to send electronic and physical copies of the precinct maps and this resolution to: (1) the DuPage County Board Chairman, (2) the DuPage County State’s Attorney, (3) the Chair of the DuPage County Democratic Party, (4) the Chair of the DuPage County Republican Party.

RESULT: WITHDRAWN
