DuPage County Development Committee met Nov. 16.
Here are the minutes provided by the committee:
1. CALL TO ORDER
10:30 AM meeting was called to order by Vice-Chair Paula Deacon Garcia at 10:31 AM.
A. Please turn all beepers, pagers and cell phones "off" or to "vibrate" during the meeting
2. ROLL CALL
PRESENT: Deacon Garcia, Covert, Ozog, Rutledge
ABSENT: Krajewski, Tornatore
Vice-Chair Garcia lead the meeting in the absence of Chair Tornatore
3. CHAIRMAN'S REMARKS- VICE CHAIR GARCIA
There were no Chairman's remarks
4. PUBLIC COMMENT
A. Public comment is limited to three minutes per person, at the beginning of the meeting. Any comment on Zoning items must be limited to discussion of testimony and/or evidence presented in the Zoning Board of Appeals. No new testimony or evidence can be presented.
Mary Jordan spoke on behalf of her and her husband Bill in support of Petition Z21-080- Halladay. She shared with the committee that her husband built the barn on the property and they would like to see it still be used for recreation. The only difference would be that Ms. Halladay plans to live on the property along with the boarding of her animals. She feels that some people might be confused about the use, as signs have been posted near the property stating that this conditional use will change the zoning of the property to commercial, which is incorrect.
Sharon Nolan, an area real estate agent and an associate of Sarah Halladay, spoke in support of her petition. She compared Ms. Halliday's current property to 27W315 Butterfield Road in Warrenville (subject property). She added that Ms. Halladay keeps her current property in pristine condition and has passed all of her inspections. This new location would not impact the residential neighborhood, because the entrance and exit would be off Butterfield Road. She encouraged the Committee to review the information and support the petition.
An electronic comment was received from Anthony Ranieri of 4S120 Curtis Avenue, Warrenville. He owns a three acre property and has always followed the established rules of one horse for the first acre and an additional horse for each 1/2 additional acre. He requested the Committee deny this petition, because he feels too many animals will be living at the property. He feels this amounts to inhumanely warehousing animals.

(Winfield/ District 6) (Generally located east of Winfield Road, on the south side of Butterfield Road) ZBA VOTE (to Deny): 5 Ayes, 2 Nays, 0 Absent
Vice-Chair Garcia let the Committee know that the Halladay petition was withdrawn before the meeting.

Jim Stran told the Committee that Safe Built, LLC was new to the County last year and they are the primary provider. They handle all the commercial plan reviews, fire alarms and fire sprinklers.
