DuPage County Judicial and Public Safety Committee met Nov. 16.

1. CALL TO ORDER
8:00 AM meeting was called to order by Chair Julie Renehan at 8:01 AM.
2. ROLL CALL

County Board member Sheila Rutledge was also in attendance.

No public comment was offered.
4. CHAIRWOMAN'S REMARKS - CHAIR RENEHAN
Chair Renehan stressed the importance of addressing financial requests made to the committee. Reviewing all information, particularly with big ticket items, will ensure the committee makes informed decisions. The countywide crime task force, formally known as the Metropolitan Emergency Response Investigative Team (MERIT), will be presenting at the upcoming Finance Committee meeting on Tuesday, November 23, 2021. They will be requesting nearly one million dollars of budget surplus funds to purchase a mobile command center and Bearcat armored vehicle. The presentation will show the usefulness of the vehicles and how they aid the over thirty municipal partners with investigations of major crimes. Members were asked to speak with their local police chiefs and their command staff regarding this initiative. Chair Renehan emphasized her confidence that these purchases would support public safety and urged the committee to support this item. She thanked Members Krajewski and Chaplin for sharing this information with the committee.
A. Farewell to Murray Snow, Director of Office of Homeland Security and Emergency Management (OHSEM)
Chair Renehan indicated this was Director of Office of Homeland Security and Emergency Management Murray Snow's final JPS Committee meeting. She wished to formally recognize the hard work he put in to ensure the safety and security of DuPage County over the past four years. Several of his accomplishments related to school safety, Houses of Worship, the Joint Terrorism Task Force, 2019 BMW Championship, COVID-19 pandemic response, civil unrest, severe weather, and emergency management training were shared with the committee. She thanked Director Snow for his leadership and stressed he would be missed.

Member Garcia asked for clarification on the item being purchased. Kevin Vaske, Director of Technology for the Circuit Court Clerk, provided a brief overview of the process and functionality of electronic citations.

C. JPS-P-0428-21 Recommendation for the approval of a contract purchase order to Galls, LLC., for the purchase of new ballistic and stab vests for our deputies. This contract covers the period of December 1, 2021 through November 30, 2022, for a contract total not to exceed $125,000. Contract pursuant to the Intergovernmental Cooperation Act GSA # GS-07F-0157M. (Sheriff's Office)
County Board member Rutledge requested clarification on bulletproof and stab vests. Deputy Chief Dan Bilodeau explained the difference and use within the Sheriff's Office. Chair Renehan added that this was part of a five-year rotation for replacement.

A. JPS-O-0110-21 ORDINANCE -- Enabling Ordinance - Somerset Plaza, LLC, for traffic control in private parking lot. (Sheriff's Office)
Member DeSart asked if the Sheriff's Office was being reimbursed for this service. Deputy Chief Bilodeau explained this agreement essentially gives the Sheriff's Office the authority to issue citations as needed and compose crash reports on the Association's private property. He explained that the Village of Wayne pays for calls for service, but the Somerset Plaza, LLC Association agreement is strictly related to enforcement of the Illinois Vehicle Code, which is necessary on any private property.

10. NEW BUSINESS
Member Chaplin introduced Hinsdale Central High School student Cayleigh O'Hare, who was observing for an advanced placement government class. Chaplin indicated she attended the District 99 school board meeting the night prior, and inquired about the monitoring of the Proud Boys and other hate groups, some of which were at the meeting. She expressed her concern for the public's safety and suggested the purchase of a vehicle such as the Bearcat would be beneficial in such situations. Member Zay requested clarification on the event, to which Chaplin responded. Deputy Chief Bilodeau and Director Snow both provided commentary regarding the matter. Members Ozog, DeSart, and Covert asked questions and provided commentary regarding the specific vehicles being requested as well as the militarization of law enforcement agencies. Deputy Chief Bilodeau described the vehicles and their purposes, adding that the Sheriff's Office does not currently own any Bearcats. Chair Renehan noted that militarized vehicles are not allowed to be purchased under the Safety, Accountability, Fairness, and Equity Today (SAFE-T)
Act. Deputy Chief Bilodeau confirmed that the Bearcat was not considered a militarized vehicle due to its Ford F-350 truck frame.
