4. CHAIRWOMAN'S REMARKS - CHAIR RENEHAN
Chair Renehan announced the continued budget discussions, with presentations today from the 18th Judicial Circuit Court at JPS followed by the Public Defender and State's Attorney at the Finance Special Call. She thanked Chief Judge Kenneth J. Popejoy, Trial Court Administrator Suzanne Armstrong, and the Circuit Court leadership team for coming to present today.

A. 18th Judicial Circuit Court
A budget report and PowerPoint presentation were distributed electronically to the members prior to the meeting. Chief Judge Kenneth L. Popejoy began by providing the members a history of the 18th Judicial Circuit Court as well as its dynamic relationship with both the county and the state. The rebranding of their seal was revealed as he announced the rebirth and restart of a new era. Trial Court Administrator Suzanne Armstrong, Chief Communications Officer Joan Olson, Former Chief Judge Daniel P. Guerin, and the DuPage County Health Department (DCHD) were thanked for their collaboration on the design. Popejoy also thanked the DCHD for their COVID guidance and vaccine deployment, as well as the County Board for their allocation of Coronavirus Aid, Relief, and Economic Security Act (CARES) and American Rescue Plan Act (ARPA) funds, and the individual departments within DuPage County government that have worked together to address the challenges during an unprecedented time. He briefed the committee on circuit and associate judges, the six circuit divisions, and the four specialty courts. The nine budgets were provided and FY2022 requests were elaborated. Circuit court accomplishments, including the integration of Zoom, reconstruction and reconfiguration of courtrooms, the eviction mediation program and the virtual litigant assistant center were announced. Jury Commission, Pretrial Services, and Probation successes with regards to jury trials, the HOPE Taskforce Grant, the FOCUS team, and juvenile division were also elaborated. The DUI Evaluations, Law Library, Probation Fees, and Detention, Screening, and Transport budgets were all summarized. Popejoy concluded the presentation by thanking the members for their time and acknowledged their oversight review of the entire county budget. Vice Chair Puchalski and members Krajewski, Chaplin, DeSart, and Ozog asked questions or provided commentary regarding headcount, specialty courts, contracts, and retention rate, to which Popejoy and Director of Probation and Court Services Robert McEllin responded. Renehan again thanked Popejoy and the team at the 18th Judicial Circuit Court for their thoughtful presentation and a judicial system that everyone is proud of at DuPage County.
