DuPage County Intergovernmental Committee met July 28.

WELCOME, INTRODUCTIONS, AND PLEDGE OF ALLEGIANCE
Co-Chair Paula Deacon-Garcia called the meeting to order at 6:00 p.m. Introductions were made, attendance was taken, and the pledge of allegiance was recited.

MINUTES OF PREVIOUS MEETING
Member Selmon made a motion to approve the Minutes from the April 28, 2021 meeting, seconded by Member Chavez. Motion carried by a unanimous voice vote.
STORMWATER UPDATE – SARAH HUNN, DIRECTOR, DUPAGE COUNTY STORMWATER MANAGEMENT
Sarah Hunn, Director of the DuPage County Stormwater Management, provided an overview of the department and services provided throughout the county. She stated that Stormwater Management is governed by a joint committee of both County and Municipal Officials. Director Hunn continued to give history on why a county wide approach to stormwater was taken after two major flooding incidents. She also presented the net savings as a result of this approach.
During the August 3 Stormwater Management Committee meeting a draft strategic plan will be presented for input from the various community partners.
Multiple questions were asked regarding the current procedures at the Spring Brook facility and when the flood gates are opened and how much space is used in the reservoirs. Director Hunn replied and stated that it is a balancing act of when the gates should be opened, but that the department is willing to discuss and review its processes. An additional question was asked about the Woodale/Itasca Reserves and Director Hunn responded in kind. Co-Chair Garcia thanked Director Hunn for joining the meeting.
UPDATES – COUNTY & MUNICIPAL ISSUES
Co-Chair Garcia gave an update on the American Rescue Plan Act monies and stated the county has begun conversations on how the money will be spent. Co-Chair Craig stated that the state portal for communities under 50,000 just opened for submission and emphasized the importance of these funds for local projects such as infrastructure and emergency services.
Co-Chair Craig discussed the importance of helping small and family businesses access available grants and funding. Member Chavez stated that Choose DuPage is exploring the possibility of a second round of grants for small businesses. Member Chavez encouraged mayors to help share information about grant funding opportunities with their small business communities as there is limited funding to go around, and it is important to apply early. If anyone has questions regarding these grants, they should contact Member Chavez or Greg Bedalov.
Member Chavez updated the committee about the first ever DuPage Community Arts Festival taking place from September 24-26 at the DuPage County Fairgrounds. After a very difficult year this program will allow all individuals to support the arts throughout the county. If anyone would like to be a sponsor for the event or knows of someone who might be interested, they should contact Member Lynn LaPlante. Around 40 to 60 vendors are expected to be in attendance putting on displays and various performing acts will be there. Member Chaves continued to say that if anyone knows food trucks to please share some suggestions. Co-Chair Garcia indicated that she has been trying to find some and has had difficulty.
OLD BUSINESS
Member Selmon gave an update about Giving DuPage; the fundraising goal was $300,000 and just under $400,000 was raised in one week. She thanked everyone for their efforts to make the event such a success.
Member Schwarze gave an update on the Emergency Telephone System Board (ETSB). The ETSB has revamped their policy committee and are working to replace radios throughout the county. The radios currently in use are ten years old and it is difficult to find replacement parts, so the policy committee is creating a replacement plan. The goal is to provide every emergency responder with a radio. This was received positively by the committee.
NEW BUSINESS
Co-Chair Craig provided an update on his work with the DuPage Railroad Safety Council and legislation proposed this session in Springfield regarding funding for railroad safety.
Mayor Marchese stated that the Village of Darien will be hosting a series of memorial events throughout September to commemorate the 20-year anniversary of the 9/11 tragedy. On September 10 there will be six flags set up for the six individuals who lost their lives from Darien’s Sister City in Connecticut. On 9/11 there will be a first responders’ parade, and throughout the month, schools in Darien will be creating a 9/11 mosaic and teaching about the event.

With no further business remaining before the committee, Member Selmon moved to adjourn, seconded by Member Krajewski. Motion caried by a unanimous voice vote. Meeting adjourned at 6:47 p.m.
