City of Oakbrook Terrace City Council met July 13.

Here are the minutes provided by the council:

I. CALL TO ORDER

Mayor Esposito called the Regular and Committee of the Whole Meeting of the City Council to order at 7:00P.M.

II. ROLL CALL

Roll call indicated the following Council members were in attendance:

Present: Barbari, Beckwith, Fitzgerald, Greco, Rada, Vlach, and Mayor Esposito 

Absent: None

Also, in attendance were City Clerk M. Shadley, Assistant to the Mayor and City Administrator M. Sarallo, and City Attorney R. Ramello.

III. PLEDGE OF ALLEGIANCE

Mayor Esposito led everyone in the Pledge of Allegiance.

IV. ADDITIONS OR DELETIONS TO THE AGENDA

None.

V. APPROVAL OF MINUTES – CHANGES OR CORRECTIONS

1. Regular Meeting Minutes of June 22, 2021

Motion to approve the minutes of the June 22, 2021, Regular City Council and Committee of the Whole as presented was made by Alderman Vlach and seconded by Alderman Rada.

Ayes: Barbari, Beckwith, Fitzgerald, Greco, Rada, and Vlach

Nays: None

Motion passed.

VI. PUBLIC PARTICIPATION

Bruce Almeroth, 1S270 Buttercup, addressed the Council and thanked them for hosting this year’s July 4th celebration. Almeroth stated he was pleased to see Gulliver’s is replacing their fence. Almeroth noted the recently annexed property located at 1S054 Buttercup has not made any landscaping improvements yet. Mayor Esposito said City Administrator Marrero will follow-up on this matter.

VII. ACTION ITEMS/CONSENT AGENDA

1. Payment of City Bills: July 13, 2021, In The Amount Of $117,763.84

Motion to approve all the items contained on the Consent Agenda as presented for July 13, 2021, was made by Alderwoman Fitzgerald and seconded by Alderman Barbari.

Ayes: Barbari, Beckwith, Fitzgerald, Greco, Rada, and Vlach

Nays: None

Motion passed.

VIII. ITEMS REMOVED FROM THE CONSENT AGENDA

None.

IX. RECESS TO THE COMMITTEE OF THE WHOLE

Motion to recess to the Committee of the Whole portion of this meeting was made by Alderman Greco and seconded by Alderman Beckwith.

Ayes: Barbari, Beckwith, Fitzgerald, Greco, Rada, and Vlach

Nays: None

Motion passed.

X. MAYOR ESPOSITO

Mayor Esposito extended his condolences to the Robinson family on the recent passing of Harry Robinson, who was a life-long resident of Oakbrook Terrace. Mayor Esposito thanked staff and the parade committee for the successful July 4th celebration. Mayor Esposito thanked the Council for moving forward and hosting this year festivities. Mayor Esposito said he received a lot of compliments from residents regarding the July 4th celebration. Mayor Esposito noted the City launched the new website on July 1, 2021 and thanked City Administrator Marrero and Finance Coordinator Haug for their efforts on this. Mayor Esposito stated the City is making progress on improving communications with residents.

XI. COMMITTEE OF THE WHOLE CONSIDERATIONS

1. An Ordinance To Decrease The Number Of Class “A” Liquor Licenses In The City (Chipotle Mexican Grill).

Mayor Esposito noted Chipotle will no longer be serving alcohol at their Oakbrook Terrace location. The number of Class “A” licenses needs to be decreased by one from 19 licenses to 18. The Council concurred to place this on the next consent agenda.

2. July 4, 2021 Independence Day Celebration Report.

Assistant to the Mayor and Administrator Sarallo thanked the Mayor and Council for supporting the administrative team in coordinating this year’s July 4th celebration. Assistant to the Mayor and Administrator Sarallo noted his mom, Betty Sarallo, really enjoyed serving as the parade’s Grand Marshall. Vendors exceeded the City’s expectations and accommodated all of the City’s requests. Deputy Police Chief Clark did an outstanding job coordinating the July 4th safety measures. The City collected 499 tickets at the dining tent and 260 tickets at the drive-up tent. Sarallo discussed the July 4th expenses as follows:

The July 4th sponsorships totaled $34,600. Mayor Esposito thanked the July 4th sponsors and noted donations were at an all-time high. The City Council offered their appreciation to staff and the parade committee for their July 4th efforts. Alderwoman Fitzgerald said maybe next year the City Council could play a role in gaining sponsorships.

XII. COUNCIL MEMBER COMMENTS

Alderman Greco noted the Dorothy Drennon Park improvements are about complete and the Oakbrook Terrace Park District did a good job with this. Alderman Greco thanked Mayor Esposito for the uptick in resident communications and making people feel more involved. Alderwoman Fitzgerald said the Berkshire subdivision is grateful for the City’s support for the annexation of the Luther property. Alderwoman Fitzgerald noted the owner of the property has until July 19, 2021 to clean up the property.

XIII. CITY ATTORNEY RAMELLO

None.

XIV. CITY CLERK SHADLEY

City Clerk Shadley said staff did a great job with July 4th.

XV. ASSISTANT TO THE MAYOR AND ADMINISTRATOR SARALLO

Assistant to the Mayor and Administrator Sarallo asked the City Council to share July 4th suggestions or follow-up items for next year with City Administrator Marrero.

XVI. RECONVENE THE CITY COUNCIL MEETING

Motion to reconvene the City Council meeting was made by Alderman Rada and seconded by Alderman Vlach.

Ayes: Barbari, Beckwith, Fitzgerald, Greco, Rada, and Vlach

Nays: None

Motion passed.

XVII. OLD BUSINESS

None.

ADJOURN

Motion to adjourn was made by Alderman Barbari and seconded by Alderwoman Fitzgerald at 7:30PM.

Motion carried unanimously.
