4. CHAIRWOMAN'S REMARKS - CHAIR RENEHAN
Chair Renehan noted the passing of House Bill 3443, which affects several parts of the Safety, Accountability, Fairness, and Equity Today (SAFE-T) Act. Policy and Program Manager Jason Blumenthal briefed the committee on some of the changes to the Act, noting extended deadlines and stipulations pertaining to the Illinois Task Force on Constitutional Rights and Remedies, training requirements, report writing and body camera review procedures, mental health crises, chokeholds, use of chemical agents, in-custody phone calls, and pregnant prisoner rights and healthcare services. A more detailed summary of the 202-page bill will be provided to the committee later this week. Chair Renehan thanked Blumenthal and Chief Policy and Program Officer Sheryl Markay for keeping the committee up to date on the legislation pertaining to the SAFE-T Act. Finally, she thanked Arbitration Administrator Kimberly Verest for speaking about eviction court to the committee today.

Member DeSart inquired whether this purchase was part of the Sheriff's FY2021 budget. Undersheriff Edmond Moore responded that the item was a grant purchase.

A. Eviction Court Update - Kimberly Verest, Arbitration Administrator
18th Judicial Circuit Court Arbitration Administrator Kimberly Verest introduced herself to the committee and provided a brief presentation on the Eviction Mediation Program. She discussed a possible surge of eviction cases and reviewed the department's goals for the Eviction Mediation Program, which includes collaboration with Prairie State Legal Services and DuPage County Community Services Housing Support and Self Sufficiency Unit. Grants made available to Resolution Systems Institute (RSI) through the Illinois Department of Human Services and the Illinois Equal Justice Foundation (IEFJ) were mentioned. A background of the local non-profit organization RSI was provided. The responsibilities of RSI in the Eviction Mediation Program were thoroughly explained. Members Eckhoff, Zay, and Garcia asked questions regarding the program, to which Verest answered. Chair Renehan gave thanks and appreciation to both Verest and Trial Court Administrator Suzanne Armstrong for their efforts with the program.
