DuPage County Redistricting Committee Met April 6.

1. CALL TO ORDER
1:00 PM meeting was called to order by Chair James Zay at 1:00 PM.
2. ROLL CALL
PRESENT: Puchalski, Zay (Remote), Krajewski (Remote), Chaplin (Remote), Rutledge (Remote), Ozog (Remote), Chavez (Remote)
ABSENT:
Member DeSart and Sheryl Markay were also present.
3. PUBLIC COMMENT
A public comment was read in to the record from Mary Lou Wehrli regarding the Green Valley Forest Preserve.
4. APPROVAL OF MINUTES

Chair Zay welcomed the committee members and informed them that they will probably not have census numbers until September. The Illinois House and Senate are having numerous conversations and hearings throughout the state on redistricting. American Community Survey (ACS) numbers can be used to begin the process in lieu of hard census numbers.
6. DISCUSSION
A. Consultant Update
Chair Zay informed the committee that the State's Attorney has appointed a Special Assistant State's Attorney to act as consultant on the map process. Members questioned why this particular consultant was chosen. Mr. Phil Luetkehans of Luetkehans, Brady, Garner & Armstrong was chosen due to his experience in the mapping process and election law. Mr. Luetkehans advised the County Board with redistricting in 2010.
B. Legislative Update
Members discussed the possibility of the election date being moved due to lack of census numbers. A tentative map can be drawn with the ACS numbers and then redrawn and resubmitted when the 2020 decennial census numbers are released, a completed map should be done by 6/30/21. The ACS is a survey of 1% of the population and tends to undercount historically undercounted populations. The 2020 ACS report will be forthcoming in the next few weeks. The traditional redistricting data, knows as "Legacy Data", will be released in August and has been used to draw maps for the past 30 years.
The General Assembly adjourns at the end of May so we will have a clearer picture going forward at that time. Until then, this committee decided that it should move forward to create a map framework.

Member DeSart informed the committee that Mary Lou Wehrli had reached out to her to urge this committee to move Green Valley Forest Preserve into District 5.
