Du Page County Judicial and Public Safety Committee Met Aug. 3.

4. CHAIRWOMAN'S REMARKS - CHAIR RENEHAN
Chair Renehan announced the start of the budget requests today, beginning with presentations from the 18th Judicial Circuit Court Clerk, the Coroner's Office, and the Office of Homeland Security and Emergency Management. Members were encouraged to ask questions and request clarifications at the end of the presentations. It was announced that the 18th Judicial Circuit Court will present at the following JPS Committee meeting on August 17. Due to the financial impact of the Safety, Accountability, Fairness, and Equity Today (SAFE-T) Act on the Public Defender, State's Attorney, and Sheriff's Offices, their budget presentations will be made before the full board. The Public Defender and State's Attorney are scheduled for the Special Call Finance Committee meeting the afternoon of August 17, and the Sheriff will present at the Finance meeting on August 24. Finally, members were reminded that the Finance Department reported an approximately $14 million deficit in the proposed FY2022 budget at last week's meeting.

A. 18th Judicial Circuit Court Clerk
A budget report and PowerPoint presentation were distributed electronically to the members prior to the meeting. Clerk of the Circuit Court Candice Adams began by welcoming the members to visit the department. She briefed the committee on the Circuit Clerk Office's duties and responsibilities. She explained the primary function of the department and the additional administrative, financial, and public services provided by the department. The interfaces and involvement with numerous offices and municipalities within the judicial system were stressed. 2020 and 2021 (through May 31) distributions were provided. Changes made to the department since her election were explained. Budgets for each fund were announced. Recent legislation and other factors impacting the department were outlined. Vice Chair Puchalski and members Krajewski, Selmon, and Garcia asked questions or provided commentary, to which Adams, Chief of Accounting Julie Ellefson, Chief Financial Officer Jeffrey Martynowicz, and Chair Renehan replied.
B. DuPage County Coroner's Office
A budget report was distributed electronically to the members prior to the meeting. Dr. Richard Jorgensen, County Coroner, highlighted sections where increases were requested, including salaries, medical services, other professional services, and automotive equipment, were stressed. An increase in cases was noted. Members Garcia, Krajewski, and Selmon asked questions or provided commentary, to which Dr. Jorgensen and CFO Martynowicz responded.
C. DuPage County Office of Homeland Security and Emergency Management
A budget report and PowerPoint presentation were distributed electronically to the members prior to the meeting. Director Murray Snow briefed the committee of the statutes by which both IEMA and the county require his department. The organization's framework and interagency involvements were elaborated. The recent separation of a six year partnership with the DuPage County Health Department (DCHD) was summarized. Increases to the campus security and OHSEM budgets were attributed to cost of living adjustments (COLA), a change in their information management system, and a vehicle replacement recommendation from the Department of Transportation. Member Krajewski asked for clarification on the six-year camera replacement project and DCHD agreement, to which both Director Snow and Chief of Security Keith Briggs responded.
