This contract covers the period of August 13, 2021 through August 12, 2022, for contract total amount not to exceed $45,000, second of three (3) renewal options under bid, RFP #19-062-CS.

B. HHS-P-0319-21 Recommendation for the approval of a contract to Joerns Healthcare, LLC, for rental of Dolphin Fluid Immersion Simulation Mattress System, for the DuPage Care Center, for the period August 9, 2021 through August 8, 2022, for a contract total not to exceed $30,000, per sole bid #21-047-CARE.

C. Authorization for Overnight Travel -- Information & Referral Administrator, as chair of the IVCA board, to meet with IACAA regarding IVCA transition over to IACAA to resolve fiscal issues/policies, file issues, and ensuring ILDCEO receives documents for Federal Audit. Meetings to take place in Springfield, Illinois from July 12, 2021 through July 14, 2021. Costs include mileage, hotel, and per diem for approximate total of $580. CSBG Grant funded.

JPS-R-0332-21 RESOLUTION -- Authorizing the Execution of an Intergovernmental Agreement with the Illinois Law Enforcement Alarm System (ILEAS) and the DuPage County Office of Homeland Security and Emergency Management with regards to the Illinois Transportable Emergency Communications System (ITECS). C. JPS-R-0331-21 RESOLUTION -- Preferred Health System Agreement between DuPage County and Northwestern Memorial HealthCare, for Inmate Medical Services, covering the period of August 1, 2021 through July 31, 2024. (Sheriff's Office)

D. JPS-P-0006-21 Recommendation for the approval of a contract to Dr. Elizabeth Donegan, to provide and complete comprehensive evaluation of offenders that are referred by the court, for the period August 19, 2021 through August 18, 2022, for a contract total amount not to exceed $50,000. Other Professional Services not subject to competitive bidding per 55 ILCS 5/5-1022(a). Vendor selected pursuant to DuPage County Code Section2-300.4-108 (1)(b). (Probation & Court Services)

E. JPS-P-0306-21 Recommendation for the approval of a contract to Ray O'Herron Co. Inc. to provide Firearm Ammunition as needed. This contract covers the period of July 1, 2021 through June 30, 2022, for a contract total amount not to exceed $150,000. Contract pursuant to the Governmental Joint Purchasing Act (State of Illinois) Master Contract #4018508. (Sheriff's Office)

F. JPS-P-0309-21 Recommendation to enter into an agreement between the 18th Judicial Circuit Court of the County of DuPage and Penni Cannova for a Family Violence Coordinating Council Coordinator who will provide administrative assistance for local councils, covering the period of July 19, 2021 through June 30, 2022, for a contract total amount not to exceed $32,025. Other Professional Service not subject to competitive bidding per 55 ILCS 5/5-1022(a). Vendor selected pursuant to DuPage County Code Section 2-300.4-108 (1) (b). Grant funded. G. JPS-CO-0496-21 Amendment to Resolution JPS-P-0302-19, (Purchase Order 4234-0001- 001 SERV), issued to Cellco Partnership DBA Verizon Wireless, to provide cell phone usage for the Office of the Circuit Court Clerk and the Chief Judge's Office, for a time extension through November 30, 2021, and to increase encumbrance in the amount of $4,000, resulting in an amended contract total amount not to exceed $39,000, an increase of 11.43%. H. JPS-CO-0497-21 Amendment to Resolution JPS-P-0212-20, (purchase order 4803-0001 SERV), issued to Level 3 Financing, Inc, to provide telecommunication circuits for disaster recovery and cloud backup for the period October 1, 2020 through September 30, 2024, to increase encumbrance in the amount of $54,690.72, resulting in an amended contract total amount not to exceed $274,098.72, in increase of 24.93%. A. PW-R-0344-21 RESOLUTION -- Greene Valley Landfill Leachate Agreement between Waste Management of Illinois, Inc., DuPage County, Illinois, and the Forest Preserve District of DuPage County.

B. FM-P-0320-21 Recommendation for the approval of a contract to Altorfer Industries Inc., to furnish and deliver one (1) new 2021 Caterpillar Model: 289D3 XPS Compact Track Loader, for Facilities Management-Grounds and Public Works, for a total contract amount not to exceed $76,570 ($38,285 for Facilities Management, $38,285 for Public Works). Contract pursuant to the Intergovernmental Cooperation Act – Omnia Partners Contract #161534.

C. FM-P-0310-21 Recommendation for the approval of a contract to Noland Sales Corporation, to furnish, deliver and install Interface Carpet and Flooring, as needed for County facilities, for Facilities Management, for the period July 14, 2021 through April 14, 2025, for a total contract amount not to exceed $200,000. Contract pursuant to the Intergovernmental Cooperation Act – Omnia Partners Contract #2020002145.

D. FM-P-0313-21 Recommendation for the approval of a contract to Ashland Lock & Security Solutions, to provide lock smith services, maintenance & installation, as needed for County facilities, for Facilities Management, for a two-year period July 14, 2021 through July 13, 2023, for a contract total amount not to exceed $96,260, per lowest responsible bid #21-018-FM.

E. FM-P-0314-21 Recommendation for the approval of a contract to Ashland Door Solutions, to provide door maintenance, door sales and installation, as needed for County facilities, for Facilities Management, for a two-year period July 14, 2021 through July 13, 2023, for a contract total amount not to exceed $140,690, per lowest responsible bid #21- 019-FM.

FM-P-0315-21 Recommendation for the approval of a contract to The Standard Companies, to furnish and deliver plastic trash and recycling can liners, as needed for County facilities, for Facilities Management, for a two-year period July 14, 2021 through July 13, 2023, for a contract total amount not to exceed $90,000, per lowest responsible bid #21-035-FM.

G. PW-P-0311-21 Recommendation for the approval of a contract to Cummins Sales and Service, to purchase a diesel generator to provide emergency power to the treatment plant and other County owned facilities during power outages and/or construction projects, for Public Works, for a total contract amount not to exceed $104,265.86. Contract pursuant to the Intergovernmental Cooperation Act - Sourcewell #120617-CMM.

H. PW-P-0312-21 Recommendation for the approval of a contract to Lakeside Equipment, for parts for rehabilitation of Screw Pump #1 at the Woodridge Greene Valley Wastewater Treatment Facility, for Public Works, for a total contract amount not to exceed $77,925. Per 55 ILCS 5/5-1022 "Competitive Bids" (c) not suitable for competitive bids. (Sole provider of OEM replacement parts for existing pumps.)

I. PW-O-0057-21 ORDINANCE -- Acceptance of the Substantive and Technical changes to Chapter 36 of the DuPage County Water Supply, Distribution and Wastewater Treatment Ordinance

A. SM-R-0328-21 RESOLUTION -- Recommendation for the approval of an Intergovernmental Agreement between the County of DuPage, Illinois and the Addison Township Highway Department for the Schick Road Drainage Improvements Project.

B. SM-R-0329-21 RESOLUTION -- Recommendation for the approval to enter into an Intergovernmental Agreement between the County of DuPage, Illinois and the Village of Westmont for the 61st Street and Cumnor Road Basin Retrofit Water Quality Improvement Project, for an agreement not to exceed $134,211.55.

15. TECHNOLOGY - SELMON

Committee Update

A. TE-P-0321-21 Ratification of an emergency procurement with GHA Technologies, Inc., for the procurement of laptops for various departments, for Information Technology, for a contract total of $35,050.80, in compliance with the DuPage County Procurement Code, Section 2-300.4-106. The pandemic has caused shortages of computer chips, which are required to build these devices, thereby causing a shortage of notebook computers. Due to this shortage, it is extremely difficult to find stock for notebooks and the costs are increasing exponentially. (ARPA Item)

B. Change Order -- TE-P-0031A-21 - Amendment to Resolution TE-P-0031-21 (County Contract 5111-0001-SERV), issued to Tyler Technologies, Inc., for the procurement, implementation, and maintenance of an Integrated Property Tax solution for the Treasurer, County Clerk, Supervisor of Assessments, and Information Technology, to enable the Tyler Cashiering and iasWorld Field Mobile software options and increase the contract amount by $290,565 for the annual Cashiering and Field Mobile Software as a Service cost for FY23 through FY25, resulting in an amended contract total of $7,468,761, an increase of 4.05%.

A. DT-R-0334-21 RESOLUTION -- Awarding Resolution issued to Performance Construction & Engineering, for the Kearney Road Dam (83rd Street to Millbrook Drive), for an estimated County cost of $427,898; per low bid.

B. DT-R-0336-21 RESOLUTION -- Awarding Resolution issued to Thorne Electric, Inc., for traffic signal improvements along CH 23/Gary Avenue from St. Charles Road to Geneva Road, Section 21-00237-10-TL, for an estimated County cost of $815,860.57; per low bid.

C. DT-R-0338-21 RESOLUTION -- Awarding Resolution to Herlihy Mid-Continent Company, for improvements along CH 7/St. Charles Road – bridge over the East Branch DuPage River, Section 21-00297-03-BR, for a contract total amount of $267,940; per low bid.

D. DT-R-0337-21 RESOLUTION -- Resolution authorizing the Director of Transportation to execute a Letter of Understanding between the County of DuPage and the Illinois State Highway Authority for the reconstruction of York Road from Gateway Road to Devon Avenue (100% County cost, Tollway to credit County $3,064,000) as part of the Elgin O'Hare Western Access Project.

E. Amendment -- DT-R-0314A-21 - Amendment to Resolution DT-R-0314-21 issued to R.W. Dunteman Company, for Milton Township Road 2021 Road Maintenance Program, Section 20-05000-01-GM; (Correction of scrivener’s error).

F. DT-P-0307-21 Recommendation for the approval of a contract to Rush Truck Centers of Illinois, Inc., to furnish and deliver eight (8) tandem axle six wheelers with snow and ice equipment for the Division of Transportation, for a contract total not to exceed $1,660,824; contract pursuant to the Governmental Joint Purchasing Act, 30 ILCS 525/2 - State of Illinois CMS Contract #19-416CMS-BOSS4-B-2573.

G. DT-P-0308-21 Recommendation for the approval of a contract to Vermeer Illinois, Inc., to furnish and deliver one (1) 19” capacity brush chipper for the Division of Transportation, for a contract total not to exceed $80,754; contract pursuant to Sourcewell Cooperative Grounds Maintenance Contract #062117-VRM pricing.

H. DT-P-0316-21 Recommendation for the approval of a contract to Superior Asphalt Materials, LLC, to furnish and deliver UPM Bituminous Cold Patch, as needed, for the Division of Transportation, for the period July 14, 2021 through July 13, 2022, for a contract total not to exceed $56,000; per lowest responsible bid 21-042-DOT.

I. DT-P-0317-21 Recommendation for the approval of a contract to Tri-Angle Fabrication & Body Co., to furnish and deliver Force America repair and replacement parts, as needed, for the Division of Transportation, for the period August 12, 2021 through August 11, 2022, for a contract total not to exceed $40,000; per lowest responsible bid 20-069-DOT.
