1. CALL TO ORDER

8:00 AM meeting was called to order by Chair Julie Renehan at 8:02 AM. 

2. ROLL CALL

ABSENT:

County Board member Sam Tornatore was also in attendance.

3. PUBLIC COMMENT

No public comment was offered.

4. CHAIRWOMAN'S REMARKS - CHAIR RENEHAN

Chair Renehan thanked all who presented and attended the special call on March 2 regarding the Safety, Accountability, Fairness, and Equity Today (SAFE-T) Act. She announced that today's meeting would address one part of the bill and include discussion with the Sheriff's Office on how to move forward with the purchase and implementation of body cameras. Policy and Program Manager Jason Blumenthal was requested to compile information from other government entities on body camera policies.

Various members asked questions about the contract purchase order for cFive Solutions, Inc. Director of Probation and Court Services Robert McEllin answered the members' questions and provided clarification.

JPS-P-0059-21 Recommendation for the approval of a contract purchase order to cFive Solutions Inc, to provide a three (3) year annual maintenance and support contract, for the period April 1, 2021 through March 31, 2024, for Probation and Court Services, for a contract total amount not to exceed $260,668.00, per 55 ILCS 5/5-1022 “Competitive Bids” (c) not suitable for competitive bids - Sole Source. cFive Solutions, Inc. C. Informational - Recommendation for the approval for a contract purchase order to Axon Enterprise, Inc to provide the Sheriff's Office with body cameras and Taser 7 devices for all sworn law enforcement members for a 5 year contract total, not to exceed $2,515,464.00. Sole source provider. (Sheriff's Office Presentation)

Chair Renehan asked Sheriff Mendrick and Deputy Chief Dan Bilodeau to discuss the proposed contract purchase order from Axon Enterprise, Inc. Sheriff Mendrick and Deputy Chief Bilodeau made themselves available to the committee to provide answers and clarification.

Various members had questions pertaining to many different aspects of the proposed contract including clarification of the breakdown of costs for the body cameras, tasers, and training. Sheriff Mendrick and Deputy Chief Bilodeau responded and answered the members' questions.

Multiple members inquired as to how these cameras would be funded and if there were grants or less expensive options available. Sheriff Mendrick and Deputy Chief Bilodeau responded that they were monitoring for additional grants that could cover these costs.

Chair Renehan thanked Sheriff Mendrick and Deputy Chief Bilodeau for their comments and asked for the request to be divided to focus on the obligations of the legislation. Members then asked for more information on the County’s overall budget and the ability to use anticipated federal funding to cover these costs. Chief Administrative Officer Nick Kottmeyer, Chief Financial Officer Jeffrey Martynowicz, and Chief Policy and Program Officer Sheryl Markay responded with information on the County’s budget, adding that the additional guidelines for the coming federal funds have yet to be released.

Chair Renehan asked the committee if they were prepared to move forward with this purchase order at the next meeting. The consensus was that more information was needed.
