Here is the minutes provided by the committee:

1. PURSUANT TO THE ILLINOIS ATTORNEY GENERAL'S "GUIDANCE TO PUBLIC BODIES ON THE OPEN MEETINGS ACT DURING THE COVID-19 PANDEMIC" DATED JULY 2, 2020, COUNTY BOARD MEMBERS MAY PARTICIPATE WITHOUT BEING PHYSICALLY PRESENT IN COMPLIANCE WITH THE ESTABLISHED PROVISIONS.

2. CALL TO ORDER

9:00 AM meeting was called to order by Chair Mary Ozog at 9:00 AM.

Chairwoman Ozog, along with Member Renehan attended the tour of the new courthouse facilities. Chairwoman Ozog wanted to give a public thank you to Chief Judge Popejoy, Director Kottmeyer, Deputy Director of Facilities Management Harbaugh, and Facilities

Manager Thomas for the amazing transformation of four courtrooms, jury waiting area and the new HVAC system all completed within a 4 month timeframe.

7. BUDGET TRANSFERS

A. Budget Transfers -- Budget Transfer - Public Works - FY2020 - $126,910 - transfer is needed for audit financial statements. New GASB pronouncement, GASB 83, requires establishment of Asset Retirement Obligations for Public Works wells and underground fuel tanks, no impact until wells are sealed or tanks are removed.

9. JOINT PURCHASING AGREEMENT

A. FM-P-0044-21 Recommendation for the approval of a contract to Tri-Dim Filter Corporation, to furnish and deliver air filters for County facilities, for Facilities Management, for the period March 10, 2021 through September 7, 2023, for a total contract amount not to exceed $190,000. Contract let pursuant to the Governmental Joint Purchasing Act – GSA Contract:GS-07F-0529U.

RESULT: APPROVED [UNANIMOUS]

10. LOW QUOTE

A. 2021-22 Recommendation for the approval of a contract to Boiler Inspection Services Company, to provide the ten (10) year Boiler Condition Life Assessment Report, for the three Power Plant boilers, for Facilities Management, for the period March 10, 2021 through December 31, 2021, for a contract total amount not to exceed $29,850, per low quote - three quotes.

RESULT: APPROVED [UNANIMOUS]

11. BID RENEWAL

Motion to approve combined Bid Renewals A, B, C, D

A. FM-P-0045-21 Recommendation for the approval of a contract to EOLA Power LLC, to provide uninterrupted power supply (UPS) preventive maintenance and on-call emergency repair service as needed, for Facilities Management and the Emergency Telephone System Board (ETSB), for the period April 1, 2021 through March 31, 2022; $16,080 for Facilities Management and $19,575 for ETSB, for a total contract amount not to exceed $35,655, per renewal option under bid award #19-002-FM, second option to renew.

A motion was made by Member DeSart, seconded by Member Chaplin to combine Bid Renewals as presented. On Roll Call vote. All Ayes.

B. PW-P-0046-21 Recommendation for the approval of a contract to Univar USA, Inc. to provide sodium bisulfite at the Woodridge and Knollwood Facilities, for Public Works, for the period April 1, 2021 through March 31, 2022, for a contract total amount not to exceed $40,000.00, per renewal option under bid award #18-031-JM, third and final renewal.

C. PW-P-0047-21 Recommendation for the approval of a contract to Olin Chlor Alkali Products and Vinyls to furnish and deliver sodium hypochlorite for the Woodridge Greene Valley and Knollwood Wastewater Facilities, for Public Works, for the period April 1, 2021 through March 31, 2022, for a contract total amount not to exceed $60,000, per renewal option under bid award #18-028-JM, third and final renewal.

D. FM-P-0048-21 Recommendation for the approval of a contract to Gas Depot, Inc., to furnish and deliver low sulfur diesel fuel, as needed for the Power Plant and Standby Power Facility, for Facilities Management, for the period April 1, 2021 through March 31, 2022, for a contract total not to exceed $72,200, per renewal option under bid award #19-011-DOT, second option to renew.

12. ACTION ITEMS

A. FM-CO-0002-21 AMENDMENT to Resolution FM-P-0071-18, issued to the Village of Addison on behalf of the Eighteenth Judicial Court Circuit, for the lease of property for use as courtroom facilities, for Facilities Management, for a change order to terminate County Contract 3102-0001 SERV, change the contract expiration date of February 28, 2022 to November 2, 2020 and decrease the contract amount by $134,486.90, taking the original contract amount of $261,595, and resulting in an amended contract amount not to exceed $127,108.10, a decrease of -51.41%.

A. FI-R-0175-21 RESOLUTION -- Acceptance of the DuPage County Community Development Commission Agreement No. CD20-07 in the Amount of $400,000 for the Steam Generator Replacement Project for the DuPage Care Center.

14. OLD BUSINESS

Member DeSart informed the Committee that Hindsman Auction House will be picking up the Red Grange artifacts from the Heritage Gallery on March 4th for appraisal.
