Lisle mayoral candidate Stephen A. Winz had a brush with the law in 2017 that involved him allegedly harassing a one-legged man at a neighborhood bar, leading to a drunken fight at the establishment.
Lisle Police Officer Jason Hurt responded to the Sept. 18, 2017 call of a "brawl" involving someone calling himself "the mayor."
"Upon my arrival at Nel’s I learned 'the mayor' was in fact Stephen Winz, hereinafter referred to as WINZ," Hurt wrote in the report. "He had told Officer (Lucas) Rider that he had sat down at a table on the patio and tried to strike up a conversation about motorcycles with (a person) we had identified as EXPUNGED (sic), TYSZKA and AGUINAGA. This enraged the 3 people and they attacked him."
Hurt said he had previous dealings with a drunken Winz.
"He wanted everyone but himself arrested, however due to his intoxication and previous dealings with him I deemed him not to be a credible witness. Officer Rider informed me that most people at the bar were refusing to speak to us about the incident. There had been a pedestrian passer-by who stated that “the guy in the orange shirt” (this had been WINZ) had been in a fight with several people on the patio. One other person stated WINZ had been rude to “the one-legged guy” who we had Id’d (sic) as EXPUNGED (sic), hereinafter referred to as EXPUNGED., TSYKA and EXPUNGED's girlfriend Andrea Aguinaga, herein referred to as AGUINAGA. By this time we realized that everyone had either refused to talk to us or had given us a different version of the event."
Bar patron Mark A. Tyazka told authorities the man allegedly harassed by Winz was his friend and that he was told by others than the man who referred to himself as “the mayor” is in fact a mayoral candidate.
Trouble has found Winz before. In 2016, he was involved in a racist and profanity-laced tirade targeting police officers.
During that arrest for disorderly conduct, Winz blatantly threatened officers after they were called to a bar when he was accused of paying with a fake $100 bill. In the arrest report, Officer James Dexter stated the current Lisle trustee openly threatened officers.
“At 4:56am Winz decided to leave and gathered all his property,” Dexter wrote in the report. “As we were leaving out the side door Winz looked at me and stated ‘I hope all the niggers kill you, I swear to fucking God I hope they kill you all. Black Lives Matter.’”
Winz was eventually taken to the Lisle Police Department, where he later alleged he was beaten by Dexter when no one was around.
Later, after an officer confirmed that the $100 bill was legitimate. Winz was only charged with a village ordinance of disorderly conduct.
“I attempted to release Winz at approximately 2:45 a.m.,” Dexter wrote in his report. “While reading Winz the ordinance charge narrative he stated that he was not disorderly and that he was not going to sign anything that stated anything about a counterfeit bill. I advised Winz that he was being charged and he continued to argue that he was not disorderly.”
The officers then explained to Winz that he was being charged regardless of if he signed the paperwork. He refused to leave after he was charged and released.

Officers were dispatched to a fight in progress at Nel’s Tavern. As we neared the location I observed 2 motorcycles speed away and head south on main St. They seemed to be traveling quite fast and I followed them., catching up where Main Intersects Route 53. One motorcycle stopped for me after I activated my emergency lights, the other fled south on Rt. 53. I observed that the rider was wearing a vest announcing his membership as a “prospect” in a motorcycle club affiliated with the Outlaw’s OMC. Officer Rider and Pavoris and Sgt. Saw responded directly to Nel’s although Gaw redirected to my location after hearing my radio traffic about the motorcyclists gang affiliation.
I spoke with the rider and he identified himself as Mark. A. Tyszka, hereinafter referred to as TYSZKA. He admitted that he had been in an altercation at Nel’s but had only been trying to stop the fight and separate everyone. He further state that he had been trying to protect a “guy with one leg” who was being harassed by someone who referred to himself as “the mayor”. He stated that he did not know who “the mayor” is but several people at Nel’s had told him that this subject aspires to political offices and will one day be the Mayor of Lisle. He also told me that the “guy with one leg” was his friend that had fled south on Rt 53 but stated that the guy “isn’t even a hang-around.”

Saw and I heard over the radio that the victim at angel’s had injuries and required an ambulance. We were also informed that the suspects that had fled were wearing gang colors and riding motorcycles. Saw and I observed that TYSZKA had a relatively clean vest with a large white patch on the back. The patch had small spots that appeared to be blood spatter. There was also a larger drop of what appeared to be fresh wet blood on his left shoulder. He was placed under arrest at that time and I drove him back to Nel’s for a show-up.

I returned to my car where TYSZKA was still in custody, I read him his rights from a laminated, pre-printed Miranda card and asked him if he wanted to talk to us about the fight. He agreed to answer questions so Officer Rider (who had the most complete picture) spoke with him as I listened. He stated the following: he had been at Nel’s with EXPUNGED, EXPUNGED girlfriend and the other subject that had fled on the motorcycle. “The guy win the orange shirt” (WINZ) had come over from the other bar (we decided he was likely talking about Evvival which his next door) already drunk and started harassing EXPUNGED. EXPUNGED took offense to this. TYSZKA saw the altercation escalating and tried to intervene but everyone ended up fighting at that point. He then fled on his motorcycle with the other subject who eventually escaped.
Following are officer’s observations that influence our eventual decision:
