Mayor Brummel called the meeting to order at 7:00 p.m.

D. Public Hearing for the 2020 Property Tax Levy Truth in Taxation
ALD. DAVOLOS MOVED, second by Ald. Anderson, to open the hearing for the 2020 Property Tax Levy Truth in Taxation, at 7:04 p.m.
Discussion: Finance Director Dahlstrand reported that the proposed 2020 tax levy does not contain any proposed tax rate increase, and, as promised, the City has remained under a self-imposed tax cap since 2004. He reported that the City has made all of the necessary contributions in 2020. He said the amount of contributions has resulted in the numbers being below the requirement.
Ald. Davolos asked if DuPage County had changed their rate. Director Dahlstrand reported DuPage County did not change their rate, only added dollars.
Ald. Goodman questioned the amount listed as Estimated Receipts from Sources other than Tax Levy for City Contribution to Police Pension on the fifth page of the levy ordinance, noting it did not match the amount shown in the summary memorandum for this item. She also asked if the levy includes an EAV estimate for property in Naperville Township since no report has been received. Director Dahlstrand said Naperville Township’s rate would not change the City’s levy, and when that report is received, it will be shared with the Council. Director Dahlstrand said the figure presented in the summary is incorrect. . The correct figure from the actuarial report and presented in the levy is $151,355.

II. CITIZENS COMMENTS
Bob Siebert, Albright Court, compared the figures in the first reading of Ordinance O2020- 43, for the levy and assessment of taxes for FY 2021, to the figures presented in the second reading of the ordinance.

A. Mayor
Christmas Gift
Mayor Brummel said the Christmas tie he was wearing was a gift from former Alderman David Schultz, and he wears it every year in memory of him.
Merry Christmas
Mayor Brummel wished everyone a very Merry Christmas and a Happy New Year. He reflected on the challenges and opportunities of the year and his hope for a better 2021.
Welcome
Mayor Brummel officially welcomed newly appointed Ward 1 alderman Jay Anderson to the Council.
Warrenville 2021 Community Calendar
Mayor Brummel announced that the 2021 Community Calendar is now available at City Hall and Family Foods, which has now been renamed “Tom’s Market”. He thanked Keith and Debra Swinden for volunteering to produce the calendar. He thanked Tom’s Market for sponsoring the calendars. The theme this year is “Warrenville Trees”.

Happy Holidays
The members of the Council wished everyone Happy Holidays. They thanked City staff for working everyday through the pandemic to keep things running smoothly. Finally, they thanked the community for the festive decorations around town and ongoing efforts to slow the spread of the COVID-19 virus.

COVID – 19 Update
City Administrator Coakley urged residents to continue to stay safe and follow the COVID-19 guidelines of the Illinois Department of Public Health and the DuPage County Health Department.

City Administrator Coakley thanked staff for their dedication, loyalty, and commitment to serving the public, especially during this challenging time.
City Administrator Coakley thanked the elected officials and the community for their continued support during the last ten months.

VII. REGULAR AGENDA
FY 2021 Financial Update and Information
City Administrator Coakley reported that, due to the economic impacts of the ongoing pandemic, staff will continue to focus on City revenues. He noted that property tax revenues are remaining stable. He said sales tax revenue is down 15 percent, and the City’s hotels have been among the most impacted sectors with revenues down by 70 percent.
Finance Director Dahlstrand noted there is a significant reduction in the amusement tax in the Capital Maintenance and Replacement Fund, mainly due to the closing of Main Event and Regal Theater. He said the CMRP has been severely impacted by the loss of revenue from the hotels. But, he said the good news is that Culvers and Thornton’s have had a positive impact in off-setting revenue losses.
City Administrator Coakley said that, due to the closing of Main Event and Regal Theater and the subsequent loss of revenue, expenditure reductions have already been implemented.
Director Dahlstrand reported the City has now received 100 percent, a total of $682,940, in CARES Act Funding reimbursement to the City for COVID-19 related expenditures. He noted that the City has also requested additional funds from DuPage County for COVID 19 related expenses.
Ald. Goodman asked if the funds from the CARES Act have to be spent by the end of the year. Finance Director Dahlstrand, replied that expenditures must be made by December 31, 2020. Funds not distributed would be retained by DuPage County. Additionally, all funds held by DuPage County must be spent in DuPage County.
