6.a Ordinance of the Village of Villa Park, DuPage County, Illinois Allowing the Keeping of Chickens within the Village

The Village enacted a two (2) year pilot program that allowed the keeping of chickens on residential lots under certain restrictions. This pilot program is nearing its end. In response to public requests, staff recommends certain text amendments that, if approved, would allow the keeping of chickens subject to regulations within the Village of Villa Park.

7.a Ordinance of the Village of Villa Park, DuPage County, Illinois, Establishing Temporary Executive Powers Pursuant to Chapter 8, Article III, Sections 8-301 - 308 of the Villa Park Municipal Code, 65 ILCS 5/11-1-6 of the Illinois Municipal Code, and 20 ILCS 3305-11 of the Illinois Emergency Management Act

It is the policy of the Village of Villa Park that the Village be prepared to address any emergency. Therefore, in response to the significant outbreak of the Coronavirus (COVID-19) in the United States, pursuant to Chapter 8, Article III Sections 8-301 – 8-308 of the Village of Villa Park Municipal Code, 65 ILCS 5/11-1-6 of the Illinois Municipal Code, and 20 ILCS 3305-11 of the Illinois Emergency Management Agency Act, it is necessary and appropriate to authorize the Village President to exercise extraordinary power and authority, by executive order, during this state of disaster/emergency to ensure that the effects of COVID-19 are mitigated and minimized and that residents and visitors in the Village remain safe and secure.

This ordinance extends the Temporary Executive Powers contained in Ordinance 4189, approved by the Village Board on January 25, 2021, until such time that the Village Board can reconvene in an open meeting.

8. Resolutions

8.a Resolution of the Village of Villa Park, DuPage County, Illinois, Approving a Contract with Spear Corporation of Roachdale, Indiana for the Replacement of the Jefferson Pool Diving Board in the Amount of $27,581

The diving board at Jefferson Pool has reached the end of its useful life and is in need of replacement. The average lifespan of similar diving boards is between 15-20 years with proper maintenance and care; the existing diving board is 32 years old.

The Parks and Recreation Advisory Commission unanimously voted to recommend the replacement of the Jefferson Pool diving board. If approved by the Village Board, a permit for the installation of the board would quickly be submitted to the Illinois Department of Public Health (IDPH). It is the goal of staff to have the board installed prior to the 2021 pool season.

Due to the specialized nature of this apparatus, staff requests waiving the bidding requirement. Quotes were gathered from three reputable companies for the purchase of a replacement diving board. Approval of a contract with Spear Corporation in the amount of $27,581 for the replacement of the diving board at Jefferson Pool is recommended. This purchase will be taken from the Building Fund account number 67.502.02.401.
