F. Consent Agenda - The following items are considered routine business by the Village Board and will be approved in a single vote in the form listed below:

Motion to approve the following items including Payroll and Vouchers totaling $2,365,068.95. These agenda items have been reviewed by the Management Team & Village Attorney and are consistent with the Village's Purchasing Policy (Trustee Thompson)

1. Total Expenditures (Payroll and Vouchers) - $2,365,068.95

2. Motion to Approve the Updated Facade Improvement Award Program and Downtown Retail Interior Improvement Award Program (Economic Development Director Hannah)

3. Ordinance No. 6808, An Ordinance Granting Exterior Appearance Approval For the property located at 26 Newton Avenue (Community Development Director Springer)

4. Ordinance No. 6807, An Ordinance Approving Variations from the Supplementary Regulations of the Zoning Code to Allow Construction of a Five-Foot Fence on the Property at 11 - 37 Briar Street (Community Development Director Springer)

5. Motion to authorize the Village Manager to execute an amendment to the Comprehensive Plan contract in an amount not to exceed $18,180, to be expensed to the Corporate Reserve Fund (Community Development Director Springer)

6. Authorize the Village Manager to execute a contract for a Downtown 3D Immersive Model with Houseal Lavigne Associates in the amount of $33,250, to be expensed to the Central Business District TIF Fund (Community Development Director Springer)

7. Motion to authorize the Village Manager to execute a contract with John Neri Construction Company of Addison, Illinois, in the amount of $374,218 for the Cumnor Avenue Improvement Project, to be expensed to the Capital Projects and Water & Sewer Funds

8. Motion pursuant to Section 1-10-7 of the Glen Ellyn Village Code to adopt the competitive bidding procedures of Sourcewell in lieu of the provisions of Chapter 10 on Village Contracts and approve the purchase of one (1) JCB 270 skid steer loader from Casey Equipment of Arlington Heights, Illinois, in the amount of $46,675 and one (1) Case 721G wheel loader from McCann Industries of Addison, Illinois, in the amount of $175,853, to be expensed to the Equipment Services Fund (Public Works Director Hansen) Motion pursuant to Section 1-10-7 of the Glen Ellyn Village Code to adopt the competitive bidding procedures of the Suburban Purchasing Coop in lieu of the provisions of Chapter 10 on Village Contracts and approve the purchase of three (3) Hybrid Ford Escapes from Currie Motors of Frankfort, Illinois, in the amount of $77,280, to be expensed to the Equipment Services Fund (Public Works Director Hansen)

G. COVID-19 Award Program (Presented by Economic Development Director Hannah)

1. Motion to approve the creation of a COVID-19 Support Grant Program to be funded from Glen Ellyn's CARES Act Funding from DuPage County and expensed to the General Fund

H. Train Station Update and Amendment No. 3 (Presented by Professional Engineer Daubert) (Trustee Thompson)

1. Public Works Professional Engineer Daubert will provide an update on the Glen Ellyn Metra Station and Multimodal Access Improvements Project.

2. Motion to authorize the Village Manager to execute Amendment No. 3 to the Glen Ellyn Metra Station Architectural Services and Phase I Engineering Agreement with CDM Smith of Chicago, Illinois in the not-to-exceed amount of $158,280, to be expensed to the Capital Projects Fund.

I. Civic Center Parking Garage (Presented by Village Manager Franz, Community Development Director Springer and Professional Engineer Daubert) (Trustee Thompson)

1. Motion to authorize the Village Manager to execute the necessary change orders to amend the Revised GMP 1 for the Civic Center Public Parking Garage from $16,105,628 to $16,543,318, to be expensed to the Parking Fund.

J. Strategic Plan (Presented by Village Manager Franz) (Trustee Pryde)

1. Approval of the 2020-2022 Strategic Plan
