Here is the minutes provided by the committee:

1. CALL TO ORDER

9:30 AM meeting was called to order by Chair Sam Tornatore at 10:10 AM. Chair Sam Tornatore noted there was not a physical quorum; roll call votes would be taken for  each item, starting with the roll call.

Chairman Tornatore stated the DuPage Care Center's Fall Festival is approaching. There is  virtual purchasing of all kinds. Mr. Tornatore urged all to participate to support the DuPage Care  Center.

(Third optional one year renewal)

5. HHS-P-0247-20 Recommendation for approval of a contract to Healthy Air Heating  & Air, Inc., to provide mechanical (HVAC) weatherization labor & materials for  Community Services Weatherization Program, for the period of October 1, 2020  through September 30, 2021, for a contract total amount not to exceed $1,092,276,  per renewal option under bid award #17-130-GV. (Third optional one year renewal)

6. HHS-P-0248-20 Recommendation of approval of a contract to Chicago United  Industries, LTD, to furnish, deliver, and install Energy Star appliances with proper  disposal for the Weatherization Program in Community Services, for the period of  October 1, 2020 through September 30, 2021, for a contract total not to exceed  $49,301.28, per renewal #19-133CS Grant funded.

B. CS Requests for Parent Committee Final Approval

2020-238 Recommendation for the approval of a contract to Northern Illinois  University (NIU) Center for Governmental Studies to conduct a Community Needs  Assessment for Community Services to comply with the CSBG Organizational  Standards, from September 16, 2020 through April 30, 2021, for a contract total not  to exceed $18,500, Per 55 ILCS 5/5-1022 "Competitive Bids" (c) not suitable for  competitive bids - Sole Source. CSBG grant funded.

C. FI-R-0510-20 RESOLUTION -- Acceptance and Appropriation of Additional  Funding for the Forty-Sixth (46th) Year Community Development Block Grant  FY20, Company 5000 – Accounting Unit 1440, From $9,485,924 to $9,572,387 (An  Increase of $86,463 to Reflect Actual Award Amount)

D. HHS-R-0512-20 RESOLUTION -- Recommendation for a 5th Modification, 5th  Time Extension of a Community Development Block Grant-Disaster Recovery  (CDBG-DR) Agreement, Project Number CDBG-DR-13(c), with the Village of  Glendale Heights – Outfall Dredging and Desilting - Extending the Project  Completion Date through March 31, 2021.

8. DUPAGE CARE CENTER - JANELLE CHADWICK

DuPage Care Center Requests That Also Require Finance And/Or County Board  Approval

HHS-P-0249-20 Recommendation for the approval of a contract to Packaging Hero,  for disposable corrugated trays, for use during residents meals at the DuPage Care  Center, for the period September 23, 2020 through March 31, 2021, for a contract  total not to exceed $58,880.00, per lowest, responsible bid #20-056-CARE. (COVID  ITEM)

14. OLD BUSINESS

Member Renehan referred to the remaining $125,000 out of the allocated $1,000,000 for the  Cares Act Residential/Behavioral Health funds and suggested we re-open the applications to  more non-profits. Ms. Renehan noted the several agencies for mental health and substance abuse  in DuPage CRIS and the need for services in those areas. Chair Tornatore supports the idea and  suggested Member Renehan work with Mary Keating to present this to Robert Larsen, the  Finance Chair, to seek availability of funds before moving forward.
