Village of Winfield Village Board met Sept. 17.

Here is the agenda provided by the board:

A. Public Comments

To help maintain social distancing during the COVID-19 pandemic, public comments will be accepted in advance in writing until 3:00 p.m. on Thursday, September 17, 2020 to be read into the public record. Public comments can be sent via email to info@villageofwinfield.com. In accord with long-standing Village policy, public statements that take in excess of 3 minutes to read will be summarized.

The opportunity to speak to the Village Board is provided for those who have a question or comment on an agenda item or Village of Winfield issue that will stimulate thought so as to make the Village Board deliberations more productive and meaningful. The Village Board appreciates hearing from our residents and your thoughts and questions are valued. 

Respect for the duties of the Village Board and for the democratic process will be adhered to – in this regard, civility and a sense of decorum will be strictly followed. All speakers must address their comments to the Board. Comments that are personally condescending will not be permitted.

Please use the microphone when speaking as the proceedings are being televised. Please state your name before commenting. While not required, it may be helpful to the Village Board for citizens to state if they are a resident of the Village. All comments under Audience Participation are limited to three (3) minutes and each citizen will only be permitted to speak once.

6. Consent Agenda

A. Motion approving minutes from the Village Board and Committee of the Whole meetings held on September 3, 2020.

B. Motion approving payment of bills for September 17, 2020.

C. Motion declaring a vehicle as surplus property so it may be disposed of by trade-in, sale, or junking.

The surplus vehicle is a former Police Department patrol vehicle, which is recommended to be sold via Obenauf Auction Service.

D. Motion approving the following appointments recommended by the Village President:

 Dr. Robert Greer to fill the vacant seat previously held by Philip Mustes with term expiring April 30, 2021

*No Non-Consent Agenda is scheduled for this evening

7. Trustee Comments & Reports of Committees and independent communications with developers

8. Other Village Officials’ Reports and Comments

A. Village President

Village President Erik Spande will present a Veto Message concerning the NMCDH development agreement and Planned Unit Development. This action vetoes the following items approved on September 3, 2020:

 Resolution approving development agreement between the Village of Winfield and Central DuPage Hospital Association (Town Center Planned Unit Development);

 Ordinance approving Phase 1A1-1 Parking Lot License Agreement between Central DuPage Hospital Association and the Village of Winfield;

 Ordinance rezoning certain territory from TC-Town Center District to B-2A Health Services District; and

 Ordinance for a Special Use Permit for a planned development and preliminary plat/plan approval for Phase 1A and Phase 1A.1 and preliminary plan approval for Phase 1B and Phase 1C (CDH-Winfield Town Center PUD)
